The Park Number 5 in the central area of Hsinying City has a history of over 80-years and an inseparable relationship with the residents, humanity and the development of the administrative areas in Hsinying District. It also carries unforgettable memories of growth for many people. It is an important space for residents' living and leisure and the location to hold large-scale activities; such as, President Chen, Shui-bain along with other celebrities all have given speeches here. It was here that the democratic movement took place involving these residents of Hsinying.

Moving constant with the flow of history, large areas of space have been occupies with the waste products discarded from the old facilities of Park Number 5, which inhibited the residence of this area from seeking out leisure activities. Tainan County Magistrate Su, Huan-zhi deeply felt that this was going to affect the overall image and development of Hsinying City. Right at the time, Tainan County Council decided to move Park Number 5 for the construction of new offices so this gave him the idea to propose the plan of “ Nanying Green City Center;” that is, combining the ideas of planning the constructions for Park Number 5, New County Council Building, the county square and the parking lots and form them into open spaces that allow for greater leisure, administrative services and the county policies that bring people closer and serve them for their convenience.

Construct multi-function leisure & Entertainment Facilities, Increase the Overall Image of the County Administration Center

The plan of ”Nanying Green City Center” is to reposition the Hsinying Green Land Park. This plan will move all sport facilities like tennis course, basketball courts and croquet fields to a nearby stadium and Wen 11 land, which will clearly isolate the usage of nature and green land system. In regards to the majority of these users being senior citizens, this plan will also be customized to their needs and install fine leisure and entertainment facilities, creating an outdoor ever-green culture square with graceful sceneries. Adding some elegant coffee shops, tables and chairs, this will provide the people with various forms of activities.

The budget for the ”Nanying Green City Center” is 400.080.500.000NT. There is a waterfront element attached to the plan along with the lighting design so as to create a pleasurable night scent where all can relax and pass the time. Thus, the city center can provide longer service hours and become the best location for the county residents for their family activities. The space left after these county council moves, will be to position a museum and gallery in its place. The bottom of the original sport field will be developed into a parking lot and the upper space will be a multi-function activity grass field, where can be used for many kinds of large-scale activities.

”Nanying Green City Center” Park Number 5 underground parking lots can provide about 300 flat surface parking spaces, which can effectively resolve the insufficient parking concerns when the residents come to do businesses at the county government and township office. To match the plan with “Nanying Green City Center”, the reconstruction of Hsinying City Wen 11 sport facilities has plans to build a total of 10 standard tennis courses, 6 standard basketball fields, 2 softball fields and 1 management center along with dressing rooms and bathrooms. The commencement ceremony has already been held which took place on April 17, 2004 and Tainan County Magistrate Su, Huan-zhi formally named it “Tainan County Municipal General Game Fields”. Besides continually replenishing the facilities in the future, it will work on the goal of leisure reformation for the sport park. Nevertheless, it will also connect with the nearby municipal stadium and become the most complete sports park area yet, by accomplishing the goat to increase sporting populations.
