There are over 30 dams and lakes in Tainan County all with spectacular and relaxing scenic views, plus most of them access to the water channels, therefore, they form a unique farm field view in Chianan Plain. Because of that, Tainan County Magistrate Su, Huan-zhi promoted “Lake-touring plan” properly integrating all of the resources from these beautiful lakes in this county. Thus, he puts the lakes like Hulu Lake, Deyuan Lake, Shangjiaodong Lake as priority in the overall plan and systematically connect these lakes into one waterfront county spectacle. This will not only increase civilians’ leisure quality but also complete the remodeling of the towns’ new appearance.

Deyuan lake lies with in the boundary of Liuying Township and part of it crosses over Liujia Township. The water area is very broad and the dam there is the largest built with in the Tainan County plain. This dam is also under the control of Chia-Nan Irrigation Association. This scenic area is beautiful beyond description; but until now, this location has never been considered a natural scenic attraction for tourist. Tainan County Magistrate Su, Huan-zhi had ridden on the boat and toured around the lake with the relative department heads, this being the first time any had ridden on boat and cruised the lake, now unhidden, the mystic and beauty of this lake sunken deep into the hearts of those touring the lake that day. Tainan County Magistrate Su, Huan-zhi thinks that the Deyuan Lake with its water canals shaped like branches of ocean coral is very suitable for developing into waterfront touring site among each of the separate districts; therefore, that is how the concept of “ the overall plan for Deyuan Lake Waterfront Park” started.

Tainan County Magistrate Su, Huan-zhi's plan to develop Deyuan Lake is based on the primary principle of maintaining the natural ecology balance while taking good advantage of water channels allowing the farmers in the Liuying Township utilize its waterways to further the dairy commerce. Currently, the Construction and Planning Agency has allocated 8 million NT to pursue the relative planning. First, completing the pumping port, waterfront area, coffee shop, bridges and the landscaping designs to be the entrance of Deyuan Lake, which will combine the local unique landscapes like connecting with TSC Wufen Train (Wufen indicated the railway is only half size of the normal rails.) and working on making the environment green, walkways and fishing areas allowing the locals to feel the lively movement of Deyuan Lake so as to rise the tour popularity of the seaweed-shape lakes.

Hulu Lake is located in Guantian Township and its main usages are water storage and irrigation. The natural curves of lake's banks form big and small “peninsulas” and “river banks”. Besides the gatherings of water birds like spoonbills, it is also an important location for the wave fairy-jacana to rest at the flat areas. Therefore, Tainan County has set a “the jacana conservation” in this area, allowing the jacana to be able to nest and breed in this area peacefully and safely.

The priority of the landscape construction in Hulu Lake is to maintain the ecology and preserve the original terrains and landforms. The initiation of the plans started after receiving allocated funds from the Construction and Planning Agency for 27 million NT. Promoting the ecological image and landscape of the park along with the facilities needed by the residents and tourists, they enhanced the diversity of ecological resources allowing the beautiful scene of Hulu Lake to be part of everyone's life.

After the completion of the hardware portion for the suspension bridge in Hulu Lake, now the tourists have a shorter trip down to the lake's shores for water activities. The construction of the circle-lake walkway takes into consideration ecological factors with the goal to protect and maintain the environment in it original state. By doing so, tourists will be able to have a pleasurable experience touring the lake while observing the beautiful scenery. Through the various landscapes planned by the county government will continue to be carried out smoothly to further develop Nanying's lake tourism.

Currently, the second period of construction on the Hulu Lake has received allocated funds amounting 20 million NT from the Tourism Bureau, Ministry of Transportation and Communication that has been working very diligently, which includes the Agricultural specialties Center and the improving construction on the surrounding landscapes. Plans are set to make an ecological chart of the whole area with the goal to outline the various scenic spots along with humanity significances, historical locations and tour resources increasing the level of pleasure for the visitors.

The view in Shangjiadong Lake is refreshing and relaxing, containing the potential to develop ecology and landscape

Shangjiadong Lake is located between Shangjia Village of Houbi Township and Fengzilin of Baihe Township, belonging to the flood-detention and irrigated-use lake of Chia-Nan Irrigation Association. Because the lake surrounds Xiao nanhai Putuo Temple, it is also called “Xiaonanhai.”Amidst the thousands of hectares of waving surface, it is often seen the spoonbills cruising. The view is so refreshing and elegant and it is also very close to lotus area in Baihe and the stop area of Houbi Wushulin Wufen Train, it has a great economic potential of ecological and landscaping development.

Tainan County Magistrate Su, Huan-zhi returned to the hometown and served for his fellowmen over 10 years ago, he had heard local residents' expectations for Shangjiadong Lake (Xiaonanhai) developing plan, so when he was the legislator, he had great concern about promoting this developing plan and he then listed into one of emphasis after he was appointed as the magistrate.

The Tainan County Government had received allocated funds of 1.5 million NT from the Construction and Planning Agency to pursue Shangjiadong Plan. Currently, the measurement of lake bank is completed. The first period of Shangjiadong construction will coordinate with the dike-rebuilding construction of Chia-Nan Irrigation Association. The performing items include the landscape suspension bridge connecting Putuo Temple and the square and also work on the improvement for the roads in the west of Putuo Temple and leisure square. The main body square is mainly designed to provide leisure activities and space for outdoor performance. They also plan to connect up with the walkways on the west lake bank and establish an observing platform and small-scale square. Surrounding Kaitian Temple, there is new paved lakeside walkway to connect to the present pavilion, installing more railings, bird-observing platform and so on. Basically, the main principle for the leisure walkway paving using a wooden footway is to conform to the natural environment of the lake bank and at the same time establishing observing and leisure platform.

Tainan County Magistrate Su, Huan-zhi is asking for a long-term planning so he emphasizes that the first-period construction has to first finish the circle-lake walkway. Currently, they are formally working on the first period of construction pertaining the surrounding landscape facilities. The work time is estimated to take about 180 days. After completion, tourists will be provided with a place to engage in summer fun water activities. In the future, as long as the construction doesn't take a halt, the continual construction will include no denial accepted for budget proposals from the central government, negotiates with Chia-Nan Irrigation Association to obtain their agreement for installing ports for water leisure, complete the extended road to connect with Jiangjun Lake and combine the achievement of Tugou community's overall construction so as to align with Baihe Lotus Festival, Taiwan Orchid Bio-tech park and all the tourists' attraction; thus, it is to motivate the area overall development so as to create the out-of-world beautiful view of Shangjiadong Lake (Xiaonanhai.)

In the future, the tour development of Shangjiadong Lake should conclude with the connection to Jiangjun Lake and Linchu Lake along with Baihe Lotus Festival activity and orchid bio-tech park. Especially, with the various types of orchid exhibitions conducted by the Orchid Bio-tech Park recently and in the future, those are the important plans to attract both domestic and foreign focus and it is expected to bring a new fashion of agriculture.
