There are many metropolitan zones in Tainan County which have established military bases, these including the Yongkang Artillery School, Guanmiao Hushan Shooting Range and Guiren Light Navigation Base that all influence residents' living quality one way or the other along with limit the local construction planning; especially Hushan Shooting Range in Guanmiao, not only has it limited the overall development of Tainan County and Guanmiao Township, it also directly influences the living security of the local residents.

“The reconstruction of the old houses, creating endless competition” as stated by Tainan County Magistrate Su, Huan-zhi and this comment directly cuts the goal of “the Moving Plan of Yongkang Artillery School, ” which also shows his firmness and sureness about his policy blue prints. The so-called, “reconstruction of the old houses” means to extend the original buildings, allowing for more space and greater development opportunities. The reason that Tainan County Magistrate Su, Huan-zhi hopes to move the artillery school to Guanmiao is because he anticipates such a move will benefit the Tainan County residents and create a more excellent living quality for them.

Increase the Image of Guanmiao University City‧Provide the Living Spaces of Culture, Leisure and Knowledge

In order to release the regulation on those areas that construction are forbidden around Guanmiao Hushan Shooting Range, Tainan County Magistrate Su, Huan-zhi directed Tainan County Regional Development Bureau to address “the Plan to move Yongkong Artillery School to Guanmiao University City (and the allied plan of university scheduled land),” it is expected that the plans for the artillery school and university scheduled location can create the image of “Guanmiao University City” to provide the residents living spaces with “ culture, leisure and knowledge.” Thus, they can stimulate further economic development in the Guanmaio area and increase employment opportunities and at the same time they can enforce the microeconomic space management of Tainan County.

On one hand, this is to resolve the issue that Hushan Shooting Range in Guanmiao Township has been protested against by the residents for a long time and on the other hand, it can also provide the land needed for the second period of “ Yongkang Creativity & Design Park”, the Ministry of National Defense agreed to move Yongkang Artillery School to the Guanmiao Campus. Tainan County Magistrate Su, Huan-zhi hopes to proceed with his initial method of changing the use of property to gain the property ; that is, changing the original campus of Yongkang Artillery School into a construction land through the change of the city plan and incorporated it in the reconstruction fund for national armies' old camp dorms in order to raise funds to establish the school; thus, it is expected that Yongkang Artillery School can be moved to Guanmiao Campus smoothly.

The ”Guanmiao University City” base is located in the Hsinpu section of Guanmiao Township and the resources of the lands include the township-owned land (Guanmiao Township Office provides 76.79 hectares of land without pay), the land of the Ministry of Nation Defense, national land and few private lands with the total of 152 hectares. After the Yongkang Artillery School is moved, 93 hectares of the land will be used for school construction on the Guanmiao Campus and the other 59 hectares will be used for the University City location.

Reorganize the old land of the artillery school‧Become the Developing Virgin Land of Yongkang City

The area of Yongkang Artillery School is about 83 hectares. Under the protective policy mandated to control military land usage, this land has not been able to develop effectively for a long time, disabling the city space for further development in Yongkang. Tainan County Magistrate Su Huan-zhi, who is quite concerned about this issue, counseled with the Ministry of National Defense many times. Finally, he was permitted to move the artillery school to Guanmiao Township. In order to strive for further developing opportunities, in regards to the moving of the Yonkang Artillery School, the county government has currently been working on the modification of the city plans ,which is scheduled to be announced for completion on August 2005.

After the artillery school is moved, regarding developing positions, it will go along with the idea of the great Tainan New City Center to pursue the overall planning. The first plan is to build a large-scale Yongkang Artillery School Memorial Park; next, a leisure park with creative designs and articulate attributes; then, a first grade community residential district, a financial and business district, while retaining a comfortable open space for leisure activities. It is also planed to use part of the land to be the integration-type Yongkang City Administration Center, providing complete faucet of services for peoples convenience. Thus, utilizing this space to its best capacity. By doing so the prosperity of the many districts in Yongkang can be provided with superlative structures of every sort to turn Tainan in the Great City of Tainan. Currently, the Executive Yuan has agreed to do as the Council of Economic Planning and Development suggested; therefore, this place will become the virgin land of Yongkang City development in the future.
