Through the current international trend and the emerging knowledge-based service industry, the traditional government team is not fit the age of localization. After inauguration of Tainan County Magistrate on December 12, 2001, Mr. Huan-Jhih Su found that we had to use the new knowledge with new style of arrangement to challenge since there were over 10 counties and cities reforming the government organizations.

To Build Government Organization with Enterprise Project Management‧To Hold the International Competitive Advantages
|

In order to match up the recruitment of international investors and to implement the 6-year national construction projects for the international competitive advantages of Tainan, Tainan County Magistrate Mr. Huan-Jhih Su proposed Tainan County Government Organization Reforms Project and directed Human Resources Office to undertake the project. Through the reforming of Tainan County Government organization, there would be new organization units suitable for the new operations. The integrated government organization with enterprise project management would enhance the efficiency and make the promotion operation smoother than before.

Tainan County Government Organization Autonomy Act Amendment brought into practice on October 26, 2002. Before the draft of Amendment was sent to the Council of Tainan County, Tainan County Magistrate Mr. Huan-Jhih Su hosted 2 conferences to collect the comments from the personnel of Tainan County Government and modified the draft in order to have the government organization more suitable than before. Tainan County Magistrate Mr. Huan-Jhih Su also visited the councilors of the County Council to ask for their supports. The offices of Tainan County modified the draft and reported it at the meeting of the County Council. The comments of the councilors were collected and reported at the meeting of directors. Thus, the Amendment finally approved by the County Council.

The Concept of Globalization Structure‧The Government Offers More Services

After the reforming, there are still 18 offices/centers within Tainan Government. However, there are 10 new sections added. Thus, there are 82 sections and 1 team. Tainan County Government Economic Development Bureau and Tainan County Government Transportation and Tourism Bureau were set up. The total personnel are still 568 people. Tainan County Innovative Technology Service Center was set up as the merger to integrated industries, governments, and savants. Through Tainan County Innovative Technology Service Center, the enterprises can have the financial and technical supports, and we have this center as the platform to the international market.

Economic Affairs Bureau became Economic Development Bureau
|

In order to enhance the performance of international investor recruitment, the on-going development of high-tech industry in STSP (Southern Taiwan Science Park), and economy of scope caused by the related industries in STSP, Economic Affairs Bureau became Economic Development Bureau to be in charge of trades and technology related operations. Tainan was the first county had the Economic Development Bureau.

To Set up Tainan County Government Procurement Bureau
|

In order to enhance the purchasing operations and the quality of purchasing, Tainan County Government Procurement Bureau was set up. The Subcontract Section which belonged to Administration Office and Construction QC Section which belonged to Bureau of Public Works are now under Tainan County Government Procurement Bureau. Thus, the operation of Tainan County Government Procurement Bureau is to subcontract, to control the quality of the purchasing, and to purchase. Through Tainan County Government Procurement Bureau, the process of purchasing is more efficient than before.

To Set up Tainan County Government Transportation and Tourism Bureau
|

The transportation system and traffic facilities in Tainan were not under a single specialized bureau before, and the transportation related operation was lacked of efficiency. In order to match up the development of tourism and technology industries in Tainan, to maintain the County Highways transferred by the Directorate General of Highways, and to meet the requirement of the people who need the recreation, Transportation and Tourism Bureau was set up for the operations above. Besides, the Scenic Area Administration was set up for the management of scenic areas, and it also enhanced the quality of services.

It took 6 month from the designing of Tainan County Government Organization Reforms Project to the completion of the reforming. After the reforming of the government organization, the measurement and control is clearer than before; thus, the organization itself is efficient. This modification has made Tainan County Government enhance its features, made the personnel fit their positions, and made Tainan County meet the requirement of the international market. It also assisted Tainan County Government in offering efficient and on-going services with high quality.

It has been 2 years since reforming made. The operation was fully functional; however, a few modifications were required due to the needs of several operations. Thus, under condition of the maximum number of personnel permitted (568), the comments were collected through the HR evaluations in order to realize the number of personnel in every section. We focused on the structural problem after the reforming and collected the comments of improvement. Under Standard for Government Organization Employment Allocation by Title, Ranks, and Grade declared by the Examination Yuan, Tainan County Government Organization Autonomy Act and Employment Organizational Chart were modified and approved by the Council of Tainan County. The implement was on October 26, 2004.
