Hutoubei Scenic Area, the only toll Scenic Area, is located on Sinhua Township Tainan County. Hutoubei Dam is the oldest dam in Taiwan. It is so beautiful and was one of the top 12 scenic spots. There was the traffic network connecting to outside area. Hutoubei Scenic Area is close to STSP (Southern Taiwan Science Park) and the downtown area of Great Tainan Area. Thus, it had the potential to be a tourist attraction. However, there was no visitor from outside due to the lack of high quality restaurants and hotels.

Tainan County Magistrate Mr. Huan-Jhih Su found that Hutoubei Scenic Area had the advantage of ecological tourism, and STSP (Southern Taiwan Science Park) near Hutoubei Scenic Area would supply the visitors who would be on the business travels. Hutoubei Scenic Area also will offer the place for meetings if there are new tourist hotels and the activities of traveling related promotions. Thus, Hutoubei Scenic Area Specific Zone Integrated Planning, Marketing, and Detailed Design Project and Tourist Hotels Exploitation Project were undertaken. The recruitment of investors was held to build the tourist hotels and to utilize the tourism resources in order to bring the visitors back to Hutoubei Scenic Area.

To Build the Integrated Image of the Ecological Tourism Area‧To Enter the Global Market of Tourism

The constructions of Hutoubei Scenic Area were zoned for implementation by several phases. Tourism Bureau of the Ministry of Communications granted the financial assistance for implementing Hutoubei Circular Trail, lightening systems, stages for water related shows, the port modification, Hutoubei Hiking Trail, constructions of river banks, and the barrier free running water trails. All of numerous tourism resources are utilized for upgrading the quality of the environments. The cultural, historical, and ecological contractions were implemented with the meaning of ecological education and environmental education. It is to build the integrated image of the ecological tourism area with outdoor education purpose by less artificial objects, moving line modifications, and on-going management of water and land project.

The construction site of Hutoubei Scenic Area Tourist Hotels Exploitation Project was located the foot of a hill and beside the sea in beautiful Hutoubei Scenic Area. There are grasslands of Tainan Golf Course and the forests. The hotels here are more attractive than the hotels in downtown. In order to match up the project - Challenge 2008 ─Doubling Tourist Arrivals Plan and to provide the high quality services for the visitors foreign and domestic, City planning commission of the Ministry of the Interior had approved the change in the land of use to for Class-A travel agencies purpose. The National Property Bureau granted that Tainan County Government could use the land in Hutoubei Scenic Area for building tourist hotels. The recruitment of investors for building tourist hotels had been started, and it was the first unused land exploitation project executed by the central and local governments.

The Inviting Private Organizations Investing on Hutoubei Scenic Area Tourist Hotels Exploitation Project and the Management Outsourcing of Hutoubei Youth Activity Center, Shops, & Restaurants Project were directed by Tainan County Government to attract the private investors. Though these programs, the business management of Hutoubei Scenic Area can offer high quality traveling and hotel services for the visitors.

The Numerous Promotions‧The Packaged Tourism Resources for the Visitors and Investor

There were numerous promotions held by Tainan County Government. The big promotions packaged tourism resources in Hutoubei Scenic Area during the traveling period and built the image of beautiful green land and the home of water. Hutoupi Water and Green Carnival had brought 300,000 visitors and known by everyone in Taiwan.

Even though Hutoupi Water and Green Carnival were over, there were still visitors coming from everywhere. Because of Hutoupi Water and Green Carnival, the business performance of the shops was great. The visitors and the hotel occupancy rate were multiplied. All of these showed the economical improvement in Sinhua Area. The other activities combining the tourism resources and the tourist attraction spots brought up the economical improvement of tourism industry in Sinhua Township and Tainan County. Hutoubei Scenic Area has created the win-win situation for the industry and the government.

Tainan County Magistrate Mr. Huan-Jhih Su will propose a project of Southern Taiwan Vacation Center which combines with the Sinhua Old Street, Jhongsing Timberland, and Tainan Golf Course for the visitors and investors.
