How to apply for the alien and foreign laborer's, resident's certificate (ARC)？

A. Employees or investors: The original and one photocopy of the official letter of approval issued by the competent authority, and the employment certificate. The original will be returned after verification.
B. Students: The original and one photocopy of the student card or the enrollment certificate (overseas Chinese students applying for the first time may present notice of admission.)
C. Missionaries: The original and one photocopy of an official letter of approval from the religious institution.
D. Dependents: Relationship documents, such as a birth certificate, a marriage certificate, a transcript of household registration, an Alien Resident Certificate, etc.
Fee: 1 year: NT.1,000; 2 years: NT.2,000; ; Overseas Chinese student: NT.500/ per year.

How to apply for the re-entry permit?
|
》Documents Required：
Valid Alien Resident Certificate, passport and an application form along with other appropriate documents for re-entry (Download Application: alien, foreign laborer):
》Purposes of Re-entry：
(1) Dependents: relevant documents -Relationship documents.
(2) Overseas Students: relevant documents –Study abroad: the student card; learning Chinese: the enrollment certificate & attendance record. .
(3) Employees: relevant documents -Employment certificate。
(4) Religion: relevant documents –the same required documents as those applying for ARC for the first time.
(5) Overseas Chinese students: Single re-entry permit only, relevant documents –An approval of the school or office of the Overseas Students Counseling Center, the student card & ARC.。
(6) Foreign Laborers: Single re-entry permit only, relevant documents –passport, ARC & employment certificate (written by the employer with expiration date.)
The Restriction on the deadline: Should not exceed the validation of ARC.。

How to apply for the extension of the Visitor Visa？
|
|
》Documents Required：
1. An application form. (Download Application)
2. The original and one photocopy of the passport and the original will be returned after verification.
3. Relevant documents：
(1) Visiting Relatives: A transcript of household registration or the ARC of the relatives
(2) Chinese Learning Training: A register certificate, class schedule and an attendance record (except the first applicant and the first extension) from an approved public or private language center or university.
(3) Religious Obligations or Activities: The letter of invitation or related certificates from the religious institution in Taiwan with legal registration in the Ministry of Interiors.
(4) Employment：work permit issued by the relevant authorities.
(5) Medical treatment：medical certificate issued by the hospital.
(6) Other：certificates from competent authorities.

Notices:
＊The applicant shall apply for extension within 15 days prior to the expiration of a visitor visa. The duration of each such extension shall not be longer than that of the original visa and the holder of a visitor visa may not exceed six months or 180 days aggregate time in the country.

How to apply for Alien Permanent Residence Certificate(APRC)？
|
1.Definition：
According to Article 23 of the Immigration Law; Aliens without R.O.C. nationality who have legally and continuously resided in the territory of the Republic of China and met one of the following requirements may apply for permanent residence:
(1) Aliens who have legally and continuously resided in Taiwan for 7 years during which of five years they have resided for over 183 days each residence year.
(2) The alien spouses and/or children of Chinese citizens in Taiwan have legally and continuously resided in Taiwan for 5 years or the alien spouses and/or children have legally resided in Taiwan over 10 years during which they have resided for over 183 days each residence year.
(3) Those who have lived in the ROC legally for 20 years before performing the revision of the Immigration Law, and if within these 20 years there has been a period of 10 or more years he/she has resided for more than 183 days in a year.
(4) Those who have special contributions to our country or the needed high-tech manpower can apply for APRC even they don't meet any of the requirements above.

2.Documents Required：An application form. (Application download)
(1) The basic information page on current/old passport, visa and the Certificate of Entry and Exit verifying dates of continuous legal residence ,original and one photocopy of each. The original will be returned after verification.
(2) The current/old ARC, original and one photocopy. The original will be returned after verification. (Please copy in A4 size )
(3) The satisfactory health examination report.
＊The satisfactory health examination report has to be one of the reports as followed and the items of checkup should include:
》In the regional hospital or medical academic center assigned by National Health Administration and please inform the hospital that it is a health examination for foreigners.
》The items of checkup should include Chest X-Ray for Tuberculosis (large photo), Serological Test for HIV, Urine Test for Morphine and Amphetamine, Metabolite Test for opium and other checkup items specified by the central health administration organization ( the applicant's English name on the report should be as same as his or her passport).
》Health certificate is valid within 3 months after the examination date.

(4) Original Individual Income Tax Certificate for the recent 3 years。
》Income Tax Certificate：
The original Income Tax Certificate issued by National Tax Administration, Ministry of Finance within the last 3 years ( the applicant's English name on the report should be identical to his or her passport and the certificate will be valid within one month after the issue date.)
》If the alien is the spouse of a R.O.C citizen and they filed their income tax jointly, please approach the revenue services in each district to apply for “Individual Income Tax Certificate, the year of XX” and check whether the applicant's name is listed in the spouse field; if the applicant's name can't be found, please apply the photocopy of that exact year's “ Certificate of Balance for Individual Income Tax, the year of XX” and ask the tax administrator for “notarization” being stamped either by the department seal or the undertaker's job seal.

(5) Financial Certificate can be one of following: (a) or (b)：
(a) The total income of Salary Certificate (Valid for one month) or Withholding Tax Statement within the last 3 years, after divided by 36 months is twice as much as basic wage (NT$32,000) set by the Council of Labor Affairs of Executive Yuan.
(b) The evaluation of property is more than 5 million dollars：
》Regarding Movables：
The Saving Statement (Valid for one month) issued by the financial organizations or other equivalent documents.
》Regarding Real Estate：
＊ "Real Estate Appraisal Report" issued by the company permitted by Ministry of Economic Affairs. Copies of the company's license and business registration with company's and chief's personal seals along with “notarization” seals. The certificate is valid within six months from the issue date.
＊ As for applicants who are the spouses or children of R.O.C citizens, the amount of money stated above shall include the incomes or properties of their spouses or parents in Taiwan。

Missionaries
|
In regards to the Financial Certificate for the missionaries in Taiwan, the religious institute should submit the certificate and the content of the certificate should include:
1 The natures of the applicant's job at that religious institute should be “full time” and “unpaid work” without salaries; excluding those received unfixed and small amount of allowances.
2 The duration of the applicant's service at that religious institute, his job duties and current availability when he/she applies for APRC.
3 The applicant during his/her service at that religious institute should match with the basic requirement of “ legally and continuously residing in Taiwan for 7 years during which of five years they have resided for over 183 days each residence year, with the age over 20.
4 If the applicant had been granted qualification for permanent residence, that religious institute should promise and be responsible for his living during his residence in Taiwan.
5 If the content of the certificate is in a foreign language, please attach a Chinese translation.
6 The certificate must be submitted by the religious institution in Taiwan with legal registration from the Ministry of Interiors (after verification, the photocopy of the certificate issued by the Ministry of Interiors or legal registered certificate with the undertaker's verifying seal and the applicant's notarization.)

(6) Police Criminal Record Certificates issued by the applicant's country of origin and the local police bureau in Taiwan.
a. Police Criminal Record Certificate issued in R.O.C.: valid within 30 days from the issue date, and the effective duration for verification should be initiated from the first-time of entry.
b. Police Record Certificates issued by the applicant's country of origin：valid within 3 months from the issue date; the applicant can select one of a number of options for verification according the different issued locations for the foreign-language Police Criminal Record Certificates to match up with Notarization Laws and enforcement rules that have been performed since Apr. 23, 2001. Regarding the relevant regulations for Police Criminal Record Certificates issued by the applicant's country of origin, please follow the instruction for processing:
》The original and the copy of Chinese translation of the Police Criminal Record Certificates issued by the applicant's country of origin (meaning issued in a foreign land) have to be sent to our foreign embasscies for verification ( re-verification by the Ministry of Foreign Affairs, if necessary.)
》The original of the Police Criminal Record Certificates issued by the applicant's country of origin (meaning issued in a foreign land) have to be sent to our foreign embassies for verification ( re-verification by the Ministry of Foreign Affairs, if necessary.) The copy of Chinese translation will need to go through the verification at the courts in our country (Public Verification Office or branches) or the civil organizations for verification.
》The original of the foreign-language Police Criminal Record Certificates issued (verified) by the embassy or organizations in Taiwan from the applicant's country of the origin (meaning issued in our country) have to be sent to the Ministry of Foreign Affairs for verification. The copy of Chinese translation will need to go through the verification at the courts in our country (Public Verification Office or branches) or the civil organizations for verification.'

(7) Other relevant documents (if related to R.O.C. citizens with household registration, please attach these documents.)
1. Relations Certificate has to be the original. If the applicant asks to keep the only original copy, then the subtle photocopy has to be verified with the original along with the signature of the applicant and the job seal of the undertaker and “notarization” seal.
2. The statement of household registration is valid within a month from the date issued. (Please go to Household Registration Service in your district, the document can be obtained while you wait.)
3. For the applicants whose spouses possess resident status with household registration, the “date of marriage to the applicant, month and year” should be stated on the residents' statement of household registration. If there is no such statement, please attach the photocopy of the marriage certificate (please have the applicant sign the photocopy); For the dependants whose parents possess resident status with household registration, the “birth certificate” please attach the photocopy of birth certificate (please have the applicant sign the photocopy). If the birth certificate is in a foreign language, please follow the verification processes.

3. If the applicant is an foreigner hired by a company (including those aliens residing in Taiwan with the definition of “dependents), please attach the employment certificate issued by all the supervising organizations (such as the Bureau of Education or The Ministry of Economic Affairs)。
4. If the attached document is in a foreign language, please follow the same procedure to verify the applicant's Police Criminal Record Certificates issued by the his country of origin.。
5. If the attached document is a photocopy, please attach it with the original for verification。
6. Fee: 10,000 NT per application (informed to pay after permitted.)
7. Processing Procedure: Police Bureau＝＞ The Police Association＝＞ Police Bureau ＝＞inform the applicant

2. For those who applied on line or by mail have to be at the counter in person or in proxy, either one has to bring ID, passports, ARCs or any other equivalent documents to the Foreign Affairs Office of this bureau to pay, receive; all expired documents (over 7 days) will be discarded.
