Minutes of Tainan City Government’s 471st Municipal Administrative Meeting 12/29/2020

Mayor’s Remarks:
A cold front is expected to arrive during New Year’s Eve and the long holiday that follows. Competent authorities responsible for organizing New Year’s Eve events and the Environmental Protection Bureau must have comprehensive measures in place to ensure the success of these events, enabling Tainan residents to enjoy a safe holiday while staying healthy.
Announcements
1.    The Agriculture Bureau’s presentation of the 2020 Annual Report and Future Prospect. (refer to written sources for details)

Mayor’s Remarks:
(1)     Although agriculture was impacted by the pandemic and water shortages in 2020, the Agriculture Bureau has successfully rolled out a variety of marketing activities. Some examples include the organization of the Braised Pork Rice Festival and a collaborative effort with PX Mart to sell locally produced milkfish across stores in Taiwan. In addition, the Agriculture Bureau has also worked with Taiwan's four major e-commerce platforms and the Farmers’ Association to market Tainan’s goods, many of which have been vastly popular. When it comes to exports, local guavas and pomelos are favorites. These exports have aided Tainan’s agricultural business substantially. Water shortages have resulted in farmland being left fallow. The Council of Agriculture is offering subsidies to make up for farmers’ losses. I would like to ask the Agriculture Bureau to transfer the subsidies to farmers and aquafarmers early next year and as soon as possible.
(2)     To regulate production and marketing and to expand international marketing, the Agriculture Bureau should accelerate the construction of cold chain logistics centers for produce and aquatic products. It is imperative to recruit excellent contractors for planning and building such centers.
(3)     An extreme cold front that hit Taiwan several years ago resulted in a substantial loss for farmers and aquafarmers. At the time, some farmers and aquafarmers that had incomplete water rights papers and aquaculture registrations only found out that they were ineligible to receive subsidies after having submitted an application. Seeing that we are expecting yet another cold front, we must take preemptive measures and take stock of relevant information. I suggest that the Farmers’ Association and Agriculture Bureau ask farmers and aquafarmers to prepare the required information in advance, which will streamline the application process and ensure that subsidies are issued promptly.

Mayor’s Remarks:
(1)     Over the past two years, local residents have had a heightened awareness about issues such as domestic violence, gender equality, and bullying. Schools, the Bureau of Education, and the Bureau of Social Affairs should work together to mitigate such cases. When cases of domestic violence, sexual harassment, or bullying occur, the most important step is to provide immediate assistance to the victim.
(2)     Also, residents are concerned about environmental protection. Colleagues of the Environmental Protection Bureau have been working hard to crack down on cases of pollution. Air pollution, water pollution, and waste burning are the public's major focuses. Not long ago, someone within Tainan City burned hay and weeds, which culminated in our neighboring city, Kaohsiung, complaining to the Tainan City Government about air pollution. By combining administrative efficiency and technology, such as the use of drones, we are able to detect cases of pollution early on, which ensures that problems are solved promptly or avoided altogether. I would like to ask the Environmental Protection Bureau, Fire Department, and Police Department to focus their efforts on incorporating technology with law enforcement.
