Minutes of Tainan City Government’s 480th Municipal Administrative Meeting 3/3/2021

Mayor’s Remarks:
1.    In light of the recent trade blockade on local pineapples, I would like to ask the Agriculture Bureau to enhance its collaboration with private entities, including the Farmers’ Association, Tainan Agricultural Products Marketing Corporation, and Nanying Agriculture International Marketing Co., Ltd. in exploring channels for both domestic marketing and exports. To assist vendors in weathering this storm, the Agriculture Bureau should also help vendors transfer orders or turn to processing.
2.    MayDay is scheduled to hold a series of concerts at Tainan Municipal Stadium. As the stadium will be reserved for MayDay for a month, the surrounding traffic and activities of nearby residents are sure to be affected. The Bureau of Education is tasked with planning alternative venues for residents to get their exercise. The Department of Transportation and the Police Department should identify potential transportation problems and propose response measures. The Bureau of Tourism should continue to promote accommodation and attractions to maximize tourism and economic benefits. Also, I would like to ask concerned departments to, within their scope of responsibilities, provide the Bureau of Tourism with assistance in organizing this series of concerts.

1.    The Public Works Bureau’s report on streetlight establishment and maintenance (refer to written sources for details)

Mayor’s Remarks:
(1)     Streetlights are an important component of public service. I would like to ask the Public Works Bureau to carryout streetlight maintenance and procurement with urgency and carryout the Light Up Rural Tainan initiative. Also, please priority the needs of rural areas and schools when upgrading streetlights with LED lights.
(2)     Streetlights in six districts (that were a part of Tainan City before the city and county were upgraded to a special municipality) fall under the responsibility of the Public Works Bureau, whereas the streetlights of the 31 districts located in what was formerly Tainan County are maintained by their respective district offices. These 31 district offices are advised to enhance streetlight patrol and to ensure that repairs and maintenance are carried out as soon as possible. I would like to ask the Public Works Bureau to budget for these operations when needed and provide subsidies where needed. 
2.    The Economic Development Bureau’s report on the municipal actions taken to combat drought (refer to written sources for details)

Mayor’s Remarks:
(1)     Tainan City’s water supply is now on an “orange alert.” Concerned departments should start implementing drought prevention measures. Please take stock of non-necessary water usage and temporarily cut off water supplies to places such as fountains. I would like to ask the Agriculture Bureau to keep a close eye on irrigation and subsidies, especially for farmland with mixed crops. Should the central government announce relevant measures, please communicate these measures with farmers. Also, fallow subsidies should be issued as soon as possible.
(2)     Water shortage should not affect people’s livelihoods and the economy. The solution is to increase water reclamation and recycling. Currently, all 19 drought-resisting wells in Tainan have been activated. The Economic Development Bureau is asked to convey information on conserving water resources to businesses to ensure that water resources are used in an efficient manner. The Bureau of Water Resources is asked to follow-up on the construction progress of water reclamation plants and ensure early deployment to prevent drought from affecting economic development.
