Minutes of Tainan City Government’s 485th Municipal Administrative Meeting 4/6/2021

Mayor’s Remarks:
1.    The tragic train accident in Hualien remains under investigation. This accident brought industrial safety into question. A preliminary investigation by the Public Works Bureau, Water Resources Bureau, and Environmental Protection Bureau revealed that no local construction projects within the past five years were undertaken by United Geotec Inc., Donxin Construction Company, and Yixiang Construction Company, the three companies involved in the Hualien accident. I would like to ask other bureaus (e.g., the Bureau of Land Administration and Economic Development Bureau) to also review whether the aforementioned companies have undertaken any municipal projects. When it comes to the safety of public construction projects, it is imperative that we hold contractors accountable. We must also enhance industrial safety inspections and the extent of these inspections at construction sites.
2.    The weather is starting to get hot. The number of Dengue vectors is now rising in several administrative districts. I would like to ask the Public Health Bureau and Environmental Protection Bureau to collaborate with neighborhoods and boroughs to promote Dengue fever prevention measures. So long as the public develops good habits, the amount of human and material resources invested in disease prevention can be drastically decreased. The same goes for water conservation. As long as everyone is willing to make changes to their habits, we can save a substantial amount of water. Concerned bureaus and schools should enhance water-saving measures. Government departments have already started using recycled water to clean, reduce dust, and water plants on public property. Concerned bureaus should think about potential places where we can further save water and continue promoting water conservation measures.
3.    I would like to thank the Police Department, Environmental Protection Bureau, and the Fire Department for their hard work during the Tomb Sweeping long weekend. Your work is imperative to maintaining smooth traffic in busy areas and preventing tomb sweeping-related fires. The number of tomb sweeping fires and grass burning fires this year has been the lowest in recent years, which benefits public safety while also reducing water use. I would like to thank the Fire Department for promoting prevention measures and taking action to fight fires. No major accidents occurred in Tainan during the long weekend. I sincerely thank everyone involved for your hard work.

Deputy Mayor Chao’s Remarks:
(1)     Regarding integrated housing and land tax and house tax, the public is quite concerned about house flipping or people owning multiple, unoccupied houses. Shalun, Tainan once had a case of extreme house flipping that broke the law. To prevent problematic real estate transactions, the Bureau of Land Administration should refer to the central government's limited application policy and the local government's law enforcement experience and subsequently review standard form contracts, establish a united auditing task force, and audit consignment agencies to uphold housing justice for Tainan's citizens.
(2)     As mentioned in the Finance and Local Tax Bureau’s report, the central government has amended laws governing integrated housing and land tax. In response to inappropriate price hikes and house flipping, the Department of Legal Affairs, Bureau of Land Administration, and Finance and Local Tax Bureau should combat this issue head-on to demonstrate the government’s determination.
(3)     I would like to ask the Bureau of Land Administration to compile a list of qualifying local constructors as well as a list of violations and upload this information online. After fines and punishments have been issued, please continue to follow up until the problems are solved. At the same time, please provide the public with a channel for complaints and mediation. Law enforcement is a key part of maintaining housing justice.
(4)     Please continue to follow the central government’s progress in amending the law. After the new law governing integrated housing and land tax is promulgated, the Finance and Local Tax Bureau must ensure that the municipal government follows these amendments to ensure better law enforcement, which will put residents at ease.
(5)     Tainan City is now carrying out the planning and construction of social housing. We expect to complete the first batch of social housing projects by the year after next. Tainan City Government is proactively addressing the housing justice of underprivileged residents.
