Minutes of Tainan City Government’s 490th Municipal Administrative Meeting 5/11/2021

Mayor’s Remarks:
1.    With the emergence of untraceable local cases, we must act with the utmost discretion. The alert level for pandemic prevention has now been raised to level 2. Should the pandemic continue to spread within Taiwan, the CECC may employ even stricter disease prevention measures. Thus, I urge everyone to abide by the CECC’s administrative regulations.
2.    Tainan is Taiwan’s religious capital and also a major city for tourism. In response to the latest pandemic prevention measures, concerned bureaus should determine whether to suspend, postpone, or reduce the scale of events that are set to take place in May and June. Please make careful considerations so as to prevent the spread of outbreaks.
3.    Before today (11th), most local cases were tracible. The emergence of non-tracible cases indicates that asymptomatic carriers are within communities. Thus, we must handle the situation with absolute discretion. When organizing events, concerned departments must abide by disease prevention measures. If these measures cannot be properly employed, then the event should be canceled. Those who do not follow relevant regulations are subject to fines. The Public Health Bureau is tasked with reviewing and upholding Tainan’s disease prevention plan. Nothing comes before preventing the spread of the pandemic. Poor pandemic control will affect urban development and tourism. For the sake of our friends, family, and ourselves, we all must manage our health and follow disease prevention measures. Fighting the pandemic is much like fighting a war; all bureaus must work together as one. Failure is not an option.

1.    The Bureau of Transportation’s report on Tainan’s self-driving bus experiment program (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)     The Tainan City Government provides spaces for the test driving of self-driving buses in hopes that the results of these experiments will benefit local industries and the city, a situation that is mutually beneficial. Tainan plays an important part in the manufacturing of car chips and spare parts, offering ideal conditions for the development of self-driving buses. Providing a positive operational environment for the industry is the public sector’s goal.
(2)     Our goal is to provide testing venues for the industry, thereby facilitating the positive development of Tainan’s public transportation and further shaping an excellent public transportation environment for Tainan’s citizens. Self-driving vehicles and buses involve new technologies that are still under development. The biggest challenges we face now are congestions, difficulty in expanding extant roads, and an increasing number of vehicles. Public transportation may serve as the solution to these urgent problems. I anticipate that the process of developing self-driving vehicles will add value to users of public transportation.
2.    The Public Health Bureau’s report of Dengue fever prevention (refer to written sources for details)

Mayor’s Remarks:
(1)     I would like to thank the Public Health Bureau for its report. Please keep up the good work and work toward the goal of maintaining zero local cases this year. Based on the data shown in the report, the number of vectors is on the rise. Also, because of recent COVID-19 prevention measures and water shortages, many residents have been storing water while neglecting the importance of Dengue fever prevention. The municipal government wishes to prevent a major outbreak like the one in 2015 from occurring again. In addition to preventing the spread of COVID-19, I kindly ask residents to also prevent the spread of Dengue fever.
(2)     I ask the Public Health Bureau to enhance the promotion of Dengue fever prevention measures. COVID-19 and Dengue fever are both likely to affect Tainan. Seeing that the cases of COVID-19 are on the rise, we must remain vigilant, handle these matters with discretion, and enhance disease prevention measures. All bureaus should mobilize volunteers to promote the prevention of COVID-19 and measures for eliminating Dengue vectors.
(3)     We should reevaluate the relief measures that were employed last year and be fully prepared to seek assistance from the central government.
