Minutes of Tainan City Government’s 498th Municipal Administrative Meeting 7/5/2021

Mayor’s Remarks:
1.    We’re one week away from July 12. However, people often let their guard down on the cusp of success. Therefore, in the coming week, and even after level-3 lockdown has been lifted, we must remain vigilant in practicing pandemic prevention measures. With the recent rainfall, mosquito vectors are expected to increase in mass over the next three to five days. If we let our guard down now, we may have to simultaneously battle COVID-19 and Dengue fever outbreaks, which is unacceptable. I ask the Environmental Protection Bureau, Police Department, Fire Department, and Bureau of Education to mobilize volunteers and educate the public on how to remove Dengue vectors. All municipal departments must remain vigilant in carrying out their tasks.
2.    Tainan’s grocery delivery service has been well-received by the public. This service has also allowed businesses to increase their income during the pandemic. Please keep up the good work and uphold the same delivery capacity after the level-3 alert has been lifted. The Labor Affairs Bureau should assist in contacting migrant worker dormitories and the Social Affairs Bureau should reach out to long-term care facilities and promote this service. The municipal government also provides delivery subsidies. Please fully utilize this delivery platform.
3.    Seeing that level-3 lockdown will soon be eased, concerned departments should start formulating plans for future events and pandemic prevention measures. I ask Deputy Mayor Tai and Deputy Mayor Chao to contact relevant bureaus and follow up on this work.
Announcements
1.    The Bureau of Urban Development’s report on promoting the development of designated areas in Southern Taiwan Science Park (refer to written sources for details)
Decision: Approved for reference filing
(1)     Most businesses have been affected by the pandemic to a certain extent. The only exception is the manufacturing industry, especially high-tech related businesses, which have reached new heights. The high-tech industry is a major engine for Tainan and Taiwan’s economy. I ask concerned departments to make haste in promoting the development of areas surrounding Southern Taiwan Science Park.
(2)     The development of designated areas in Southern Taiwan Science Park, such as the stage III development of Southern Taiwan Science Park and related urban plans, should be carried out by concerned departments as soon as possible. Should you encounter any difficulties or problems, please raise them immediately and communicate with other departments to solve these issues.
2.    The Police Department’s report on the 2021 Summer Vacation Teenager Protection Program (refer to written sources for details)
Decision: Approved for reference filing
(1)     Summer vacation has started amidst level-3 lockdown. As a result, many outdoor activities and summer programs have been put on hold. Although students are currently carrying out many activities at home, they may enjoy greater freedom with the coming of summer vacation and the expected ease of pandemic restrictions. This will likely lead to an increase in crowds. Therefore, enhanced pandemic prevention measures must be employed for summer programs centered on teenagers. I ask the Police Department and Bureau of Education to remind teenagers to follow relevant regulations.
(2)     Because of the pandemic, the Central Government will employ alternative measures for overseeing teen programs for the summer. Please use targeted management as a standard and prioritize preventative measures. These measures should be a core part of the programs. By teaching teenagers to follow pandemic prevention measures closely, these events will transform from purely entertaining to knowledge-based and educational. I ask concerned departments to handle these matters accordingly.
(3)     The Cultural Affairs Bureau and Bureau of Tourism can utilize the Bureau of Education’s administrative system and counsel teenagers to participate in positive events. For example, events or visits can be held at various attractions or venues. Teenagers’ safety during summer vacation should be prioritized. Should the level-3 alert be eased in the future, the municipal government will adjust its regulations accordingly when organizing events. I ask concerned departments to handle these matters accordingly.
