Minutes of Tainan City Government’s 535th Municipal Administrative Meeting 3/29/2022

Mayor’s remarks:
1.    The tomb sweeping long weekend is around the corner. Tomb sweeping can lead to traffic congestions, poor air quality, fire at cemeteries, and risks of COVID-19 outbreaks. I ask concerned bureaus to collaborate in addressing these issues. Let’s work together to fulfill our duties to the people and minimize the number of fires, prevent COVID-19 outbreaks, maintain air quality, and improve traffic conditions during the tomb sweeping long holiday.
2.    I ask the Indigenous Peoples Commission to start planning the operations of the Indigenous Creativity Center, for which construction is set to begin soon. Please ensure that this venue is put to good use and that adequate disaster prevention measures are in place.
3.    I ask Secretary-general Fang, together with the Tourism Bureau, Local Tax Bureau, and Department of Legal Affairs, to represent the municipal government in handling the Dongshan Golf Course case. Please have the municipal government’s best interests in mind.
Announcements
1.    The Economic Development Bureau’s report on the results of counseling unregistered factories (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)    Encouraging all factories to become registered or listed is a national policy and a legal requirement. There was a specific deadline for factories to become listed. In principle, an extant factory could have applied to be listed as an unregistered factory by May 20, 2016. Taiwan has stipulated laws and regulations governing the listing of companies. The owners of unregistered factories that are unable to become listed are also offered counseling, encouraged to undergo transformation or improvements, or demanded to relocate in a given period of time. The existence of unregistered or unlisted factories is unfair to factory owners who have abided by laws and regulations. As an authority that implements the law, the municipal government must enforce national law accordingly.
(2)    The municipal government will handle jerrybuilt buildings and unregistered factories according to existing law, until the Legislative Yuan amends relevant laws. I would like to thank the Economic Development Bureau, district offices, and concerned departments for their hard work.
(3)    Unregistered factories established after May 20, 2016, will be listed and handled by the municipal government according to extant laws and regulations.
2.    The Water Resources Bureau’s report on flood prevention measures for 2022 (refer to written sources for details)

Mayor’s remarks:
(1)    Tainan accounts for three-tenths of Taiwan’s flood-prone areas. Thus, there is particular urgency for flood prevention and water treatment in Tainan. When it comes to water treatment in Tainan, there are two major focuses. First of all, rivers and drainage canals must be well-prepared to ensure that flood water flows to the ocean. Second of all, flooding within the city must be removed via strong pumps after the water gates have been closed. This excess water is pumped into drainage canals to minimize damage to communities.
(2)    Please reinforce efforts to desludge drainage pipes and prepare flood barriers. The report indicates that there were more than 80 sites of flooding last year (2021). Although this number is much lower than previous years with similar rainfall, we must work harder to further reduce the area and duration of floods. I asked concerned departments to focus their efforts on addressing this issue.
(3)    Should we be unable to secure budget from the Central Government, we will lack the necessary equipment and facilities to combat flooding. However, we can still implement emergency measures, such as deploy mobile water pumps, install flood barriers, and increase desludging efforts. Concerned departments must implement these measures to minimize the impact that flooding has on the people. 
(4)    According to the Central Weather Bureau’s estimates, we will be expecting a lot of rainfall this year (2022). Concerned departments must be on high alert in preparation of possible foods. Let’s work together to keep our citizens safe.
