Minutes of Tainan City Government’s 542nd Municipal Administrative Meeting 5/17/2022

Mayor's remarks:
1.    Seeing that we're still not in the clear, concerned departments should focus their efforts on providing health services, maintaining an effective epidemic prevention hotline, and enhancing care for those who might be affected by COVID-19. To fulfill public demand, the municipal government has expanded the scale of the hotline and increased the number of representatives working for the hotline. The daily needs of people impacted by COVID-19 must be met immediately. If these problems cannot be solved on the spot, then the interaction must be documented, and personnel should follow up as soon as possible.
2.    I ask the Agriculture Bureau to pay attention to the quality of agricultural exports and eliminate the possibility of negative press.
Announcements
1.    The Agriculture Bureau's report on the status of the project to promote green facilities in the animal husbandry industry (refer to written sources for details)
Decision: Approved for reference filing
Mayor's remarks:
(1)     Generally speaking, barn roofs are made out of simple materials that lack insulation. This causes temperatures within barns to increase substantially during sunny days, which in turn affects the health of livestock. If green facilities are installed on barn roofs, the temperature within barns can be decreased, and the health of livestock can be maintained.
(2)     I ask the Economic Development Bureau, Agriculture Bureau, and Public Works Bureau to explore channels for unregistered barns to install green facilities.

1.    The Water Resources Bureau's report on Tainan's water reserves (refer to written sources for details)
Decision: Approved for reference filing
Mayor's remarks:
(1)     Stage one crops are currently undergoing irrigation. Recent rainfall and a front that is set to arrive this Friday have added to Tainan's water supply, which means that we can decrease the amount of water pulled from dams for stage one irrigation. Compared to last year, where stage one irrigation was suspended because of a drought, we will have an adequate water supply to support stage one irrigation this year. So far, things are looking good.
(2)     I ask concerned agencies, such as the Water Resources Bureau, Council of Agriculture, Water Resources Agency, and Irrigation Agency, to reference Tainan's current water reserves and weather forecasts and determine whether irrigation for stage two crops can be carried out.
(3)     Ensuring that farmers have the water needed for irrigation while guaranteeing adequate industrial and daily water supply is an objective that the municipal government strives to reach. Although our current water reserves will last until late July, the Water Resources Bureau should still keep an eye on the precipitation during the May-June monsoon season and July typhoon season. Please also continue to promote water conservation measures.
