(1) The Social Affairs Bureau plans to convene a municipal-level meeting on July 29 to review the implementation progress and strategies for different departments. However, the 7th regular meeting of the city council ends on July 5th, after which the 8th regular meeting will begin immediately. Therefore, I ask the Social Affairs Bureau to move their meeting up to before mid-July, which will give us sufficient time to discuss important matters. The city council plans on reviewing next year’s budget in October. The Social Affairs Bureau should take this into consideration when organizing their second meeting.
(2) Many underprivileged groups rely on charitable donations from the public. However, the number of available resources this year has been reduced because of the pandemic. I ask the Social Affairs Bureau and concerned departments to integrate interdepartmental resources and avoid wasting resources. I trust that private donations will be adequately distributed with the good work of the public sector, which will then enhance Tainan’s social security network. The number of people who need help this year is sure to increase. I urge concerned departments to keep up the good work and regularly follow-up with cases.

Since Vice President Lai was mayor, English has been recognized as Tainan’s official second language, and efforts have been made to create an environment that benefits English learning. The report indicates that students in Tainan have demonstrated competence and competitiveness in their English acquisition. In Tainan, bilingual schools are categorized into three different types: A, B, and C. We have focused on making second language acquisition accessible to students in elementary school and middle school, rather than a privilege for a handful of people. Creating an English-friendly environment in schools requires the collaboration of parents, teachers, schools, and students. By making second language acquisition a part of everyday life, the competitiveness of our city and students is sure to be elevated.
