Minutes of Tainan City Government’s 553rd Municipal Administrative Meeting 8/2/2022

Mayor’s remarks:
1.    Please consider outsourcing the Baihe District office building demolition and reconstruction project and the construction project for the new North District office building (and the addition of public daycare facilities). I ask Deputy Secretary-general Chiu to convene a meeting with the Public Works Bureau; Department of Budget, Accounting and Statistics; and concerned departments to discuss streamlining construction payments while abiding by the Public Construction Commission’s principles.
2.    There have been frequent reports of torrential rain recently. Heavy rainfall has resulted in flooding in the Siaodong Underpass. I ask Secretary-general Fang to convene a meeting with the district offices and Police Department to discuss measures that will prevent similar incidents from happening again.
3.    Regarding the issue of scoter parking at Gueiren Market, I ask Secretary-general Fang to meet with the Market Administration Office, Police Department, and Transportation Bureau. Please keep abreast of the situation and establish scooter parking control measures. Hopefully, this will solve parking issues for local residents and the public.
4.    I ask Deputy Secretary-general Chiu to meet with the Public Works Bureau, Bureau of Education, and Tourism Bureau and discuss the pros and cons of specialty parks, inclusive playgrounds, and age-friendly park equipment. Please discuss how to create the best quality playgrounds with the least amount of funding.

1.    The Bureau of Land Administration’s report on remapping Tainan City (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)     In Taiwanese culture, land is extremely precious. In other words, the consistency between maps and actual land is very important. Mapping technology was not as advanced during the Japanese colonial era or even earlier days. Many maps have also been lost or damaged over the years, which may affect the public’s rights. For these reasons, the municipal government decided to remap Tainan City. The Director-general and colleagues of the Bureau of Land Administration have been awarded by the Central Government for four consecutive years for their excellent work. I’m confident that the Bureau of Land Administration will also deliver excellent results this year. 
(2)     The number of remapping entries is increasing every year. I would like to thank my colleagues in the Bureau of Land Administration for their efforts. Remapping is also a form of safeguarding the public’s rights. The municipal government will continue to work with the Central Government in ensuring that the public’s rights are upheld and that land is sufficiently utilized once mapping data is more comprehensive. In addition, I urge colleagues of the Bureau of Land Administration to continue monitoring changes in housing prices. Please utilize effective measures to deter price-hiking.

Mayor’s remarks:
Quality playgrounds benefit both students and parents. The Central Government amended the Regulations Governing the Safety Management of Playground Facilities in 2021, after which the municipal government immediately revised outdated regulations and even updated playground facilities that were potentially harmful. Furthermore, the municipal government has started adopting inclusive playground equipment to ensure student safety. I would like to thank the Bureau of Education for its efforts in this matter.
