Minutes of Tainan City Government’s 558th Municipal Administrative Meeting 8/31/2022

Mayor’s remarks:
I ask Secretary-general Ciu and the Public Works Bureau to assist the Bureau of Sports in recruiting bidders and reviewing construction items for projects including the renovation of Tainan City Soccer Field and Tainan City Football Field, Taiwan Ma Le Huo Equestrian Club, and Liuojia District Liuojia Park Beach Volleyball Court. To ensure that the construction work in these venues is carried out according to schedule, completed on time, and properly inspected, the Bureau of Sports should roll out backup plans and conduct regular reviews. It is imperative that these venues are ready for the upcoming National Games.

1.    The Labor Affairs Bureau’s report on promoting TTQS talent and increasing employment opportunities (refer to written sources for details)

Mayor’s remarks:
(1)     For 12 consecutive years, Tainan has been awarded a gold medal in talent development management systems by the Ministry of Labor, which attests to Tainan’s high standards for employment services and the recognition that the municipal government has received from both able-bodied and disabled laborers. I anticipate that the Labor Affairs Bureau will continue to provide stellar services to laborers based on our excellent performance over the past 12 years.
(2)     The report mentioned that other municipalities had sent delegations to Tainan to study our approaches and processes. Many of these municipalities have gone on to develop innovative approaches to talent management. To maintain our position as a trailblazer in employment services, we must seek to improve ourselves further. I ask my colleagues in the Labor Affairs Bureau to invest even greater effort into serving laborers and applying innovative approaches to talent development management systems. Let’s always strive to do better with the goal of improving the lives of laborers in Tainan.
2.    The Public Health Bureau’s report on smart care: the project to establish the Tainan shared care cloud and a home care platform (refer to written sources for details)

Mayor’s remarks:
(1)     The Tainan shared care cloud is the only one of its kind among Taiwan’s six special municipalities. Combined with the Tainan vaccination platform and Tainan epidemic information platform, we have an arsenal of three useful tools to help reinforce our epidemic prevention measures. I anticipate that these three platforms can complement each other and that their help in increasing vaccine coverage and the convenience of getting vaccinated will be recognized by the public.
(2)     The Tainan shared care cloud advises people who are positive for COVID-19 on how to proceed, download the home quarantine form, determine the rapid test results online, and develop a correct understanding of epidemic prevention measures and general health knowledge. I ask the Public Health Bureau to update relevant information regularly. With school about to start, the demand for vaccines has also increased. Children under the age of 5 can now receive their first vaccine; those from 5 to 11 can get their second vaccine; children above the age of 12 can get their third vaccine; and adults over the age of 50 are eligible for their fourth vaccine. Administering vaccines on such a large scale is a challenging task. I hope that the Tainan shared care cloud, Tainan vaccination platform, and Tainan epidemic information platform will prove useful in alleviating the burden on healthcare workers while also helping Tainan in combating the spread of COVID-19.
