Minutes of Tainan City Government’s 516th Municipal Administrative Meeting 11/09/2021

Mayor’s remarks:
1.    I ask the Agriculture Bureau to keep an eye on the construction progress of Syuejia Multifunctional Education Park. The construction work must be completed on schedule in addition to meeting quality demands.
2.    I ask the Public Works Bureau to monitor the construction progress of the access road to Tangshan Barracks in Guanmiao District. Please ensure that construction work is completed according to schedule.
Announcements
1.    The Bureau of Transportation’s report on the plan to expand public taxi services (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)    Satisfaction with the municipal government's "public taxi" policy has been quite high since the policy was first implemented. While public taxi drivers are being recognized for their courteous service attitude, recent reports have emerged of bus drivers treating physically challenges challenged passengers with a poor attitude, which has drawn considerable backlash online. Public taxis and buses alike are forms of public transportation; therefore, empathy toward passengers, especially toward the disabled, is particularly important.
(2)    Considering Tainan’s expansive topography, the decision to implement a public taxi policy was a positive one that benefits citizens, taxi drivers, and the government. Furthermore, this policy is also appreciated by society as a whole. I kindly ask the Bureau of Transportation to continue expanding public taxi routes.
2.    The Public Health Bureau’s report on food safety management approaches and outcomes (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)    Food safety is an important topic to the residents of Tainan as well as the general public in Taiwan. Several years ago, a cooking oil scandal occurred in Tainan, which damaged Tainan's reputation as Taiwan's food capital. All municipal bureaus and departments have been highly focused on improving Tainan's food safety since. The five-pronged food safety policy is not only a major focus of the municipal government but also a national goal that everyone is working toward. The municipal government will continue to enforce supplier management and implement product origin labeling that is easy to understand, thereby helping consumers make better choices. In addition, the municipal government will also carry out rigorous inspections on suppliers who use false labeling.
(2)    Many fairs, Lunar New Year markets and industry-specific cultural events take place at this time of the year. Food safety is a concern in all these events. I ask the Public Health Bureau, Bureau of Civil Affairs, Agriculture Bureau, Bureau of Tourism, Bureau of Economic Development, and concerned bureaus to ensure that event organizers adhere to the strictest food safety standards. Failure is not an option.
(3)    In addition to having nutritionists oversee healthy menu designs, having centralized kitchens provide school lunches also ensures that ingredient procurement and food preparation are performed according to relevant standards. I ask the Bureau of Education to place an emphasis on the food safety of school lunches.
