1. The fall and winter seasons and periods of cold weather are typically a time of increased coronavirus activity and respiratory disease. In response, the CECC announced its fall/winter COVID-19 prevention plan last year to deal with the pandemic in winter. Although there have been no new local cases in the past several days, daily imported cases have remained in the double digits. We must be vigilant in preventing community spread and mass panic as tensions have risen today after an imported case in Central Taiwan was reported. Relevant departments and bureaus must ensure that the public follow epidemic prevention guidelines and continue to encourage government staff and the public to get vaccinated. This also applies to public schools and agencies. Government agencies must have a higher vaccination rate than the national average. Therefore, I ask relevant departments and bureaus to investigate and uncover the departments with low vaccination rates and target these departments when promoting vaccination.
2. The capacity of Tsengwen Reservoir has dipped below 70%, and rice farmers are relying on the reservoir to irrigate their first crops next year. We are currently on a trajectory to extreme domestic water shortage. Therefore, we must implement conservancy measures now to prevent shortages from happening again. Tainan City is a tourism city and attracts large crowds during the holidays and Chinese New Year, which will inevitably strain our water resources. I ask relevant departments and bureaus to double down on their water conservation efforts by shifting to recycled water for street sweeping and public landscaping. For every liter of recycled water we use, an equivalent amount of domestic water is saved. Also, leaking pipes must also be reported immediately for repair. I implore relevant departments and bureaus to ensure that these requirements are enforced.

(1) Maintaining campus pathways is crucial for ensuring public and student safety. Poor campus environments have been attributed to student accidents and poor air quality in schools. This issue must be addressed as soon as possible. Improving campus pathways also facilitates drivers' and students' access to school grounds, enhances parents' perception of the school, and creates safer school environments.
(2) I ask the Bureau of Education to assist schools in taking inventory of their accessibility facilities. These facilities benefit not only people with disabilities but also students and teachers. Schools must schedule facilities in poor condition for repair as soon as possible and actively seek funding from the Central Government.
2. The Police Bureau's report on the installation and management of surveillance systems (refer to written sources for details)

Surveillance systems have become an indispensable part of maintaining public safety and enforcing the law. Equipment procured pre-2011 is becoming outdated and demands a large annual budget for repair. With recent technological advancements, replacing the old system with new equipment would immensely improve law enforcement efficiency. Interpreting the low-resolution images and footage produced by the old surveillance hardware is often tedious and delays investigation, resulting in law enforcement professionals losing the window of opportunity to solve cases and apprehend perpetrators. Therefore, the city government has made provisions to replace the old surveillance system, which will save on maintenance costs and improve surveillance efficiency. However, due to financial restrictions, funding will be provided yearly. I expect the Police Bureau to utilize the funding to purchase equipment with the highest cost-performance benefits. I ask that the Police Bureau establish provisions to regulate new surveillance system in writing and ensure that they are followed in the field . Different systems and brands must be compared, and those with high malfunction rates must be excluded from consideration. Please use the funding to build a surveillance system that improves public safety.
