Minutes of Tainan City Government’s 521st Municipal Administrative Meeting 12/13/2021

Mayor’s remarks: 
1. The referendum will be held this Saturday. It is a platform for the public to exercise their rights. We must respond accordingly to ensure that everything runs smoothly during and after voting. The referendum is open to everyone 18 years and older. There will be many young people exercising their voting rights for the first time. Please make sure that assistance is available when needed. 
2. Many activities are scheduled for the end of the year, including the Longci Light Festival, YueJin Art Museum, and Yuejin Lantern Festival. I implore that organizers work closely with the Bureau of Transportation, Police Bureau, and district offices to manage traffic and parking during the events to avoid disputes arising from traffic and parking incidents, which not only jeopardize public and property safety but also impact the commencement of these events. These events will inevitably draw in large crowds. It is imperative that we implement measures to keep the environment clean and reduce waste. Relevant departments and bureaus must encourage locals and visitors to do their part for the environment. 
3. Waste reduction is a global trend. Everyone must do their part to reduce domestic waste, recycle, and maintain city aesthetics and cleanliness. 
4. The Yujing Agricultural Production Processing and Cold Chain Logistics Center and Jiangjun Aquatics Production Processing and Cold Chain Logistics Center projects have been slow to pass central review. I ask the Agricultural Bureau to communicate with the Central Government and report back to Deputy Mayor Tai. I also ask Deputy Mayor Tai to assist the Agricultural Bureau in strengthening communications with the Council of Agriculture. 
5. The City Government's budget for 2022 is yet to be approved. I ask that relevant departments and bureaus strengthen communications with council members to help pass the budget. 
Announcements
1. The Department of Personnel's report on the adjustment of salaries for civil servants and public teachers in 2022 (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks: 
(1) The salaries of civil servants and public teachers have not been adjusted for many years. Although their salaries are adjusted with seniority and rank, base salaries, professional bonuses, and management bonuses have not been adjusted for many years. The Central Government has formulated a policy to adjust the salaries of civil servants and public teachers to reflect the changes in the macroenvironment and Taiwan's economic growth. 
(2) The Central Government plans to reallocate tax revenue to cover the increase in expenditures of local governments for the adjustment of salaries for civil servants and public teachers next year. In anticipation that the Central Government will continue to provide funding in the following years, we must not only exercise fiscal discipline at the local level but also work closely with the Central Government, thereby ensuring work security for public employees and reliable services for the public. 
2. The Police Bureau's report on the response measures for pre-referendum law enforcement (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks: 
(1) Referendums are for policies, and elections are for people. Although this referendum has not received the buzz, competition, and irrational emotional responses that typically accompany elections, I ask my colleagues at the Police Bureau, referendum affairs personnel, and city government employees to encourage the public to calmly exercise their right to vote and make the best decision for our country's future. 
(2) Public opinion should not be affected by gambling. Illegal underground gambling must be weeded out and prosecuted.
