Minutes of Tainan City Government’s 536th Municipal Administrative Meeting 4/7/2022

Deputy Mayor Tai’s remarks:
1.    The number of local transmission cases in Taiwan remains quite high, especially in northern Taiwan and Kaohsiung. I ask all bureaus to strictly implement epidemic prevention measures, particularly real-name identification and hand sanitizing measures in public spaces. Competent authorities must enhance inspections and further promote such measures. The government's strategy is to work toward eliminating severe cases while increasing vaccine coverage and strengthening day-to-day epidemic prevention measures, which will minimize the impact of the pandemic, reduce the harm that the virus has on the human body, and alleviate the burden of medical professionals.
2.    President Tsai has announced Taiwan's commitment to achieving net-zero carbon emissions by 2050. The Central Government has also announced a roadmap for achieving this goal. The European Union's carbon border tax system will also be implemented in Taiwan starting next year. I ask the Environmental Protection Bureau and concerned departments to proactively implement net carbon zero policies. The schedule for implementing relevant measures should be managed by the government. I ask the Economic Development Bureau to help businesses conduct carbon inventorying and to continue promoting green and energy-saving practices.
3.    The ongoing Ukraine-Russia war has led to inflation and resource shortages around the world. Therefore, the Civil Affairs Bureau should put extra thought into the demolishment and reconstruction of the Baihe District Office building and the construction project for the new North District Office building. Please submit your final plans to the mayor’s office for approval.
4.    The municipal government plans to rename a road after local martyr Tang Te-chang. The Civil Affairs Bureau should oversee the administrative procedures for changing road signs and addresses along this avenue. Newly developed roads that are not connected to residential areas, such as Sinhua Fruit and Vegetable Market and Yansing Junior High School, should be named after something with local or historical significance.
5.    I encourage colleagues who have attended training or lectures to promote what they have learned to their departments. The Civil Affairs Bureau was planning on organizing a training course for heads of departments; however, this course was postponed because of the pandemic. Please consider offering this course after the number of COVID-19 cases has dropped.
Announcements
1.    The Public Works Bureau’s report on public safety in buildings and the establishment of management committees (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)     Public safety must be done on a regular basis to avoid public criticism if accidents occur. According to the report, we must continue to strengthen the promotion of public safety. Since the Condominium Administration Act was amended, we have a legal basis for enforcing the new regulation that mandates that all residences between the 8th and 15th floors are included in the scope of public safety inspections. This also means an increase in the number of buildings that are to be registered with the municipal government. I trust that the Public Works Bureau will spare no effort in carrying out public safety inspections.
(2)     The municipal government has been successful in counseling residents of old apartment buildings to establish management committees, with Tainan showing the best performance in this area among the six special municipalities. That being said, the Public Works Bureau should go a step further and ensure that these management organizations are sound and functional. I also ask the Environmental Protection Bureau and Fire Department to help with inspecting the environment, emergency escape routes, and fire equipment for residential buildings.

2.    The Fire Department’s report on fire safety inspections for buildings (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks:
(1)     There is nothing more precious than human life. Fire laws lay out the minimal safety requirements for buildings. The Fire Department must carry out thorough inspections of old buildings and enforce the law. Follow-ups for buildings with fire code violations must continue until the problem is resolved.
(2)     In addition to organizing regular internal education and training on the fire codes for buildings, the Fire Department should also assist the Public Works Bureau and concerned departments in organizing management committee training. Please also collaborate with the Department of Information and International Relations to promote correct regulations and fire safety measures to the public.
(3)     I sincerely thank all departments for the work they put in in preparation for the tomb-sweeping holiday. The number of cemetery fires this year has decreased significantly compared to last year. Thank you again for your excellent work.
