In light of the recent continuous heavy rainfall, with hourly rainfall exceeding 20 millimeters on several occasions, all bureaus and departments are requested to make full preparations for flood prevention. If leaks or dripping are found inside buildings, repairs and reinforcement should be carried out as soon as possible. All district offices are requested to take stock of the locations that experienced serious flooding or water accumulation last week and work with the Public Works Bureau, Water Resources Bureau, and other relevant agencies to complete improvements as quickly as possible. Counselor Chen Shih-jen and Counselor Han Rong-hwa are also requested to assist with these efforts and report relevant progress to the Mayor. The Transportation Bureau is requested to strengthen public awareness efforts by reminding large trucks and heavy vehicles to slow down during the rainy season and strictly prohibiting overloading. If traffic signals malfunction or signs are damaged, repairs should be made as soon as possible after reports are received.<br />2. The dragon boat race on the century-old canal is scheduled to take place this week. The Sports Bureau is requested to ensure that the event runs smoothly, that athletes are able to compete as scheduled, and that any disputes are prevented. The Economic Development Bureau is requested to maintain the order and quality of vendors along the canal, and the Environmental Protection Bureau is requested to implement supporting measures for cleaning and recycling. The Transportation Bureau is requested to pay attention to pedestrian and vehicle flow during the event, proactively provide parking and departure guidance, and minimize the impact on local residents.<br />3. During the City Council&rsquo;s general interpellation session, relevant bureaus and departments are requested to monitor the progress of matters promised by the Mayor, handle them as quickly as possible, and report progress to the Mayor. Each bureau and department should also review the progress of matters that it has committed to handling for councilors. With six months remaining in the Mayor&rsquo;s term, all bureaus and departments should continue actively advancing their respective work to demonstrate the achievements of the city government&rsquo;s municipal governance and development.<br />4. The flood season has begun. The Agriculture Bureau is requested to continue monitoring the impact of natural disasters on crops and fishery products, proactively track agricultural and fishery losses, and strengthen the public outreach on disaster prevention, disaster reporting, and natural disaster relief measures through various channels, so as to help farmers and fishers respond as early as possible. District offices are also requested to strengthen the outreach to farmers to avoid any impact on their rights and interests.&nbsp;<br />5. Peak mango season is approaching. All bureaus and departments are encouraged to place orders and assist the Agriculture Bureau in marketing local specialty agricultural products. Tainan City is Taiwan&rsquo;s largest mango-producing region. This year&rsquo;s mango quality is better than last year&rsquo;s, and production has increased compared with that in previous years. However, due to insufficient rainfall in the first half of the year, some fruit is smaller in size. The Agriculture Bureau is requested to plan ahead and prepare a mango marketing plan in advance while closely monitoring market production and sales conditions to maintain supply&ndash;demand stability and safeguard farmers&rsquo; income.<br />6. As the Yujing Mango Market is extremely crowded on holidays and weekends, the Agriculture Bureau and district offices may plan to use the premises of the Tainan Agricultural Products Marketing Corporation to hold mango marketing activities to ease crowding. Vendors should also be reminded to pay attention to the quality of specialty agricultural products, so as to avoid creating a negative impression among the public regarding the quality of the city&rsquo;s specialty agricultural products.<br />Reports<br />1. In 2021 and this year, the city government established a Community Sustainability Empowerment Center in each of the areas south and north of the Zengwen River. The Social Affairs Bureau is requested to continue strengthening its counseling and support capacity and increasing the variety of courses and activities, so as to expand participation by communities and residents.<br />(2) To promote sustainable community services, the Social Affairs Bureau is requested to advance community economic development further, help communities strengthen their own financial resources, and encourage communities to integrate external resources, such as colleges and universities or social enterprises, to develop innovative and integrated service programs. The Economic Development Bureau, Civil Affairs Bureau, and Urban Development Bureau are requested to work with the Social Affairs Bureau when promoting local revitalization. Due to insufficient rainfall in southern Taiwan, the current storage levels in Tainan&rsquo;s water reservoirs are low. Even though weather forecasts indicate that the plum rain and typhoon seasons are approaching, and the Water Resources Agency has stated that the city&rsquo;s water supply should remain sufficient through to the end of June, we should still take proactive measures. All bureaus and departments are requested to strengthen water conservation efforts and pay attention to toilet water usage and leaking taps. The city&rsquo;s daily use of reclaimed water has now reached 4,675 metric tons, but overall usage remains insufficient. All bureaus and departments are requested to actively plan additional uses for reclaimed water, such as road washing and the watering of plants. In addition, relevant bureaus and departments are urged to complete the necessary preparations for activating drought-relief wells within their jurisdictions. The Ministry of Agriculture has not yet made a formal decision on whether to plant the second-season rice crop; the Agriculture Bureau is requested to continue monitoring the situation.<br />2. Given the recent hot weather, with temperatures in Tainan repeatedly reaching record highs, relevant bureaus and departments are requested to pay attention to food preservation issues, and the Public Health Bureau is requested to strengthen food safety inspections.<br />3. Regarding the &ldquo;Tainan City Debt Management and Development Bond Issuance Performance Report,&rdquo; all bureaus and departments are requested to ensure that funds are used where they are most needed for the execution of their duties, and to develop sound plans for increasing revenue and reducing expenditure.<br />4. Such errors may not only cause inconvenience and dissatisfaction among the public but also impinge upon citizens&rsquo; rights and interests. Appreciation is extended to all bureaus and departments for re-examining, amending, and comprehensively reviewing the laws and regulations under their jurisdiction, so that these regulations remain current and the rights and interests of the public are protected. Appreciation is also extended to the Department of Legal Affairs for its efforts.<br />2. The Indigenous Peoples Commission presented a report on the &ldquo;Rebuilding KUVA and Revitalizing Indigenous Settlements Project&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Resources and support related to Indigenous peoples are largely concentrated at the central government level. Tainan is the ancestral homeland of the Siraya people, one of Taiwan&rsquo;s Pingpu Indigenous groups. When President Lai served as mayor, he recognized the Siraya people as a municipally designated Indigenous people, demonstrating his attention to Indigenous affairs. On October 23 last year, he promulgated the Pingpu Indigenous Peoples Status Act, establishing the legal status of Pingpu Indigenous peoples. The city government will continue to value the cultural participation of Pingpu peoples. The Indigenous Peoples Commission is requested to continue focusing on the core objectives of &ldquo;cultural revitalization, talent cultivation, and settlement autonomy&rdquo; and to actively promote the Rebuilding KUVA and Revitalizing Indigenous Settlements Project.<br />(2) The Indigenous Peoples Commission is requested to guide young people in participating in cultural promotion work, enabling them to help advance Indigenous cultural affairs through interviews with elders, language learning, exploration of everyday customs, and the development of cultural understanding. On May 31, 2021, June 8, 2023, and in early June of this year (2026), drought conditions were relieved by rainfall. A severe drought is often followed by severe flooding. Several recent short-duration, high-intensity rainfall events have increased the total storage of the city&rsquo;s reservoirs to 60 million metric tons, which is sufficient to support the city&rsquo;s domestic and industrial water needs for two months. Nevertheless, we must remain vigilant and take the necessary response measures. Relevant bureaus and departments are requested to carry out traffic control properly, respond to fallen roadside trees, clear waste and debris, and remove blockages from drainage ditches and channels.<br />2. Drug-impaired driving not only affects public health but also creates public-safety and traffic problems. In recent years, Tainan City has actively introduced equipment, such as saliva-based rapid screening devices. The Police Bureau is requested to ensure that screening reagents are neither in short supply nor expired. With summer vacation approaching, relevant bureaus and departments are requested to pay particular attention to student safety and to strengthen anti-drug education and outreach, so that young people stay away from e-cigarettes and drugs.<br />3. With regard to the project land for the &ldquo;Annei Drainage Downstream and Surrounding Detention Basin Improvement Project in Yanshui District&rdquo; that involves privately owned land, the Water Resources Bureau is requested to strengthen communication with residents. For the remaining portions of the project, the Water Resources Bureau is requested to expedite implementation.<br />Reports<br />1. The Civil Affairs Bureau presented a report titled &ldquo;Achievements in Promoting Services for New Immigrants&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) People who travel abroad for work, study, or tourism inevitably encounter communication difficulties, not to mention those who live abroad for an extended period. Therefore, new immigrants living in Tainan need even greater care and assistance to help them adapt to daily life and overcome cultural differences. In 2011, former Mayor Lai established a special task force for the care and counseling of new immigrants, which provides a range of services to help new immigrants quickly integrate into life in the city, reduce social prejudice and misunderstanding, create a more inclusive and diverse urban environment, and further promote social harmony and integration.<br />(2) The Labor Affairs Bureau, Public Health Bureau, Police Bureau, and other relevant departments are requested to continue providing related services, so that new immigrants can live with peace of mind, develop smoothly in Tainan, and join others in becoming an important source of strength for the city.<br />2. These events have enriched the city&rsquo;s cultural foundation, and the city government should continue promoting cultural activities of this kind.<br />(2) Performances for the 2026 Tainan Arts Festival will begin in October. This year&rsquo;s festival will feature award-winning groups as well as international performers. The recent hot and humid weather has led to increased mosquito activity. The first dengue fever case in 2023 occurred on June 8, and three locally acquired dengue fever cases occurred last year, in 2025. All bureaus and departments are asked to pay particular attention to disease prevention measures at sites under their respective jurisdiction. During the summer, food hygiene should also be strengthened to prevent gastrointestinal illnesses. Summer is also a peak season for enterovirus activity and transmission. The Education Bureau and schools at all levels are therefore asked to pay close attention to public health measures to avoid affecting students&rsquo; right to education.<br />2. The second large-scale job fair for this year will be held this Saturday at the Southern Taiwan University of Science and Technology. Many well-known companies will set up recruitment booths and offer a wide range of employment opportunities. The Labor Affairs Bureau, the Economic Development Bureau, the Research, Development and Evaluation Commission, and other relevant agencies are asked to coordinate across departments to encourage residents to apply for these job opportunities. The Civil Affairs Bureau is also asked to use the civil affairs network and to request village and neighborhood chiefs to encourage middle-aged, older, and young residents to actively participate and apply.<br />3. The Research, Development and Evaluation Commission and the Office of Disaster Management are asked to assist in tracking and monitoring the progress of the Typhoon Danas reconstruction projects handled by the various bureaus and departments. In recent years, population growth has led to increasing numbers of road users and vehicles. However, the MRT system has not yet been completed, and the underground railway is not yet open to traffic. As a result, traffic volumes at urban traffic hotspots are quite high, and congestion occurs frequently. The City Government has promoted smart transportation through four major areas: integrating emergency vehicle priority signals, improving congested corridors, implementing active pedestrian safety protection, and providing real-time parking information. These measures have effectively increased traffic flow speeds and reduced congestion. The Transportation Bureau is asked to continue seeking project funding from the central government and work jointly with the central government to actively complete the development of the city&rsquo;s smart transportation systems.<br />(2) Tainan was the first city to implement illuminated pedestrian crossing markings, which have since been actively adopted by other counties and cities. The Transportation Bureau is asked to consider giving priority to installing these facilities in Shalun, around the high-speed-rail station and the railway station, and in other areas with heavy pedestrian traffic, so that more residents can see and use them. This will further increase public satisfaction with the City Government&rsquo;s achievements.<br />2. The Labor Affairs Bureau submitted a report entitled &ldquo;The Labor Affairs Bureau as a Unifying Force: Coordinating Work Charity Groups to Help Disadvantaged Households Repair Their Homes and Achieve Safe, Stable Living&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) The Work Charity Group mechanism was established when President Lai served as mayor. Former Acting Mayor Lee continued this system, and the current City Government team has further expanded and strengthened it by increasing the number of volunteers and broadening the scope of repair services. During his tenure as Vice President, President Lai shared Tainan&rsquo;s experience with other counties and cities, in the hope of encouraging work charity groups across Taiwan to mobilize labor unions and philanthropically minded individuals to help with caring for and assisting disadvantaged populations. In this way, this spirit of goodwill can continue to take root, grow, and flourish in counties and cities throughout Taiwan, and to persist and spread in the long term.<br />(2) During last year&rsquo;s Typhoon Danas disaster, the Labor Affairs Bureau coordinated work crews from various associations to work with developers and construction companies in helping disaster victims to repair their roofs. These efforts helped reduce damage to their homes during the typhoon and rainy seasons. Together with subsidies issued by the central government, this provided disaster victims with greater support and encouragement as they repaired their homes. It is hoped that the goodwill embodied by the Work Charity Groups will continue to be passed on.<br />(3) Donated or repaired secondhand furniture not only reduces waste, supports environmental protection, and promotes sustainable resource use, but also provides practical assistance to those in need while reducing costs. The use of secondhand furniture is therefore beneficial in terms of manpower, materials, and funding, creating a win&ndash;win situation on multiple fronts. These measures should address matters, such as where surveillance cameras may be installed and how they should be set up, so as to balance the security needs of organizations and business premises with the protection of personal privacy, and to provide businesses with clear guidance for compliance.<br />3. Tainan City attaches great importance to occupational safety across all sectors and has achieved excellent results. Last year, the Fire Bureau received a perfect score and a top rating of &ldquo;Excellent&rdquo; in the Ministry of the Interior&rsquo;s assessment of fire service occupational safety. Recently, hantavirus cases have been reported in northern Taiwan. Hantavirus is mainly transmitted to humans through infected rodents, and the reported cases have caused public concern and drawn social attention. Although no cases have been reported in Tainan, Deputy Secretary-General Lin has established a special task force and convened relevant bureaus and departments to formulate response measures.<br />2. Today, the 6th, is the funeral service for Cheng Yung-hsin, a colleague of the Tainan City Police Bureau. Traffic accidents remain relatively frequent and can easily result in injuries or fatalities. The public and city government colleagues are therefore urged to pay attention to traffic safety. In recent years, the city has continued to improve infrastructure, such as intersections, road quality, traffic signals, and sidewalks, while also increasing police visibility. Nevertheless, traffic accidents continue to occur, and the public is urged to comply strictly with traffic regulations. Enforcement and citations should be strengthened for accident-prone road sections and illegal parking. Damaged traffic signals or road markings should also be repaired immediately to reduce the occurrence of accidents.<br />3. In the future, press releases issued by the Economic Development Bureau and the Finance and Taxation Bureau shall be reviewed by Deputy Mayor Chao before being released to the public.<br />Reports<br />1. The Water Resources Bureau presented a report on &ldquo;Continued Promotion of the Reclaimed Water Plant Development Plan&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Recently, water storage levels in the city&rsquo;s reservoirs have been low. In addition, this is currently the harvest season for the first rice crop of the year, which requires 4.36 million metric tons of irrigation water per day. Water supply is therefore under significant pressure. To prevent industrial water use from crowding out agricultural and household water needs, the development of reclaimed water plants should continue to be advanced and refined. Appreciation is extended to the Water Resources Bureau for its continued work.<br />(2) High-tech industries are indispensable to Taiwan&rsquo;s overall industrial and economic growth, but they are also highly energy- and water-intensive. Therefore, securing adequate water and electricity supplies is extremely important. The city is promoting water conservation, expanding reclaimed water capacity, and improving the efficiency of water-resource use. All bureaus and departments are requested to work together to ensure more sufficient water resources for the city.<br />2. The Research, Development, and Evaluation Commission presented a report on &ldquo;Promotion and Outcomes of Non-Summer Work-Study Programs in City Government Agencies&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) The city government&rsquo;s non-summer work-study program not only provides job opportunities for young people, but also enables public agencies to bring in new talent, keep abreast of social trends, enhance their own operations, and better understand the perspectives of young people. This is a highly commendable learning process. Appreciation is extended to the Research, Development, and Evaluation Commission for its efforts.<br />(2) Based on the number of applicants, it is evident that young people are highly enthusiastic about participating. The city government may therefore select participants from among the most qualified applicants. For young people who demonstrate a positive, responsible, proactive, and hardworking attitude during the work-study period, priority may be given to asking whether they are interested when job openings become available in the future. This is an opportunity for agencies to cultivate a talent pool and create a mutually beneficial outcome for the agencies, young people, and the work of the city government. In particular, ongoing construction projects should be expedited, and the surrounding environment and roadside ditches should be cleaned and cleared to prevent box culverts and drainage channels from becoming blocked. The Water Resources Bureau is requested to strengthen water-level monitoring and flood-preparedness measures and to work with district offices to inspect drainage facilities. The Public Works Bureau is requested to prepare flood-prevention equipment and machinery in advance for bridges and ongoing construction projects. For mountain roads and roadside ditches, silt-removal and weed-clearing work should also be accelerated to ensure smooth traffic flow and proper drainage.<br />2. Recent weather fluctuations have made this a peak period for respiratory symptoms. The Public Health Bureau is requested to continue promoting vaccination appointments and encourage eligible residents to receive publicly funded pneumococcal vaccines. In schools, medical institutions, long-term care facilities, and crowded public places, hand hygiene should be promoted, and the cleaning of public restrooms should be strengthened to reduce the risk of disease transmission.<br />3. After last year&rsquo;s Typhoon Danas disaster, relevant bureaus and departments applied to the central government for post-disaster recovery and reconstruction funding pursuant to the &ldquo;Special Act for Post-Disaster Recovery and Reconstruction Following Typhoon Danas and the July 28 Torrential Rainfall.&rdquo; Because the nature of this funding differs from the previous use of disaster reserve funds, budget carryover is not permitted under the law. These efforts have effectively consolidated fragmented parcels of land, secured 392 hectares for public facilities, and created 331 hectares of buildable land, which is a truly remarkable achievement. In the past, the key bottleneck in urban development and business investment was land acquisition. Now, amid the growth of the AI industry, the City Government has shortened the land acquisition timeline, enabling the City to respond more effectively to the economic opportunities created by AI. As a result, many high-tech manufacturers have established a presence in Tainan, which is a benefit to all citizens. Thanks to the concerted efforts of the Land Administration Bureau and related bureaus and departments in advancing land development, the City has become more accommodating in such areas as flood control, transportation access, and living functions, while at this critical stage of development also strengthening the growth momentum linking the City&rsquo;s development with the national economy.<br />(2) The development of Zones A through N and Zone O in the Southern Taiwan Science Park is a land development project long awaited by technology manufacturers. This Friday marks the opening of the regular session of the City Council. Heads of all bureaus and departments are requested to ensure that staff are fully familiar with their areas of responsibility and with the likely direction of councilors&rsquo; inquiries and to provide councilors with accurate information in a timely manner. Relevant bureaus and departments are also requested to prepare the content of their special reports thoroughly. The second regular session of the City Council in 2026 will be convened earlier than usual, at the end of July, to review the FY2027 general budget. All bureaus and departments are requested to complete budget preparation in a timely manner to facilitate smooth passage of the budget. As the second regular session this year will begin earlier than in previous years, the schedule will be very tight. Bureaus and departments should stagger submission of their general budget materials so as not to overlap with the agenda of the regular session in the first half of the year, thereby avoiding unnecessary complications.<br />2. Rainfall during the 2026 spring rainy season has been limited. All bureaus and departments are requested to use reclaimed water for routine dust suppression, irrigation, and street-cleaning operations. They are also requested to review additional sites suitable for the use of reclaimed water and to promote alternative water use actively to improve water-use efficiency, conserve tap water resources, and support environmental sustainability.<br />3. The private sector not only contributes manpower to firefighting efforts, but also actively provides related resources, including donations of a substantial number of ambulances and firefighting equipment. To make effective use of private-sector resources, when the City Government receives voluntary donations from outside parties, it may also consider encouraging donors to redirect their support to equipment and training for volunteer firefighters. Attendance-related expenses for volunteer firefighters, meanwhile, will be budgeted by the City Government. It is hoped that, through public&ndash;private collaboration, support for the full range of volunteer firefighter needs can be further strengthened.<br />(2) The use of drones to support operations is a global trend. Deploying drones in disaster response can make rescue operations by police, firefighters, and volunteer firefighters more efficient and help safeguard the lives and property of the public. Given the recent hot and humid weather, food spoils easily, and food poisoning incidents have already occurred at restaurants and traditional markets in other cities and counties. Relevant bureaus and departments are therefore requested to encourage vendors in traditional markets and night markets to obtain food safety liability insurance to strengthen accountability and risk protection. There are approximately 30,000 dining establishments and eateries in Tainan. Given the large number of such businesses, the relevant bureaus and departments should conduct regular food safety spot checks and release the results to the public in a timely manner. Trade associations and market self-governing associations are also expected to strengthen self-regulation, and accountability should be pursued if problems arise. The Market Administration Office of the Economic Development Bureau is requested to invite the chairpersons, vice chairpersons, and secretaries-general of the self-governing associations of public markets, as well as the self-governing associations and operators of night markets, to attend food safety training sessions organized by the Public Health Bureau and to promote acquiring food safety liability insurance. The Fire Bureau is also requested to conduct comprehensive fire safety inspections at all markets.<br />2. The International Union for Conservation of Nature (IUCN) has reclassified the black-faced spoonbill from Endangered to Vulnerable, affirming the conservation efforts made over the years by the central government, local governments, civic organizations, and the public. Tainan City is the largest stopover site and habitat for the black-faced spoonbills, which demonstrates the effectiveness of the City&rsquo;s conservation work. This also helps dispel smears and misinformation surrounding the development of solar photovoltaic facilities. The Agriculture Bureau, the Education Bureau, and the relevant bureaus and departments are requested to strengthen public outreach from multiple perspectives to highlight the City&rsquo;s conservation achievements. In addition to those of the black-faced spoonbill, the numbers and populations of various migratory bird species inhabiting the City have also shown positive growth. The Agriculture Bureau is therefore requested to apply the successful conservation experience gained with the black-faced spoonbill and the pheasant-tailed jacana to other protected species and to continue seeking central government funding to expand ecological incentive payments and habitat patrols. The relevant bureaus and departments are also requested to continue promoting conservation education carefully and accurately, with no room for misunderstanding or missteps. It is hoped that, through the education system, the conservation experience related to the black-faced spoonbill can be passed on to the next generation so that its population can continue to grow and gradually no longer require protected status. This is the ultimate goal of our conservation mission.<br />3. The Public Works Bureau is requested to adjust construction sequencing properly in light of asphalt demand. In addition, it should properly plan the classification and disposal of materials at temporary soil storage sites so as to avoid affecting the progress of public works projects.<br />Reports<br />1. The Civil Service Ethics Office is commended for its efforts to foster integrity and anti-corruption values among children and young people at the elementary, secondary, and university levels through a range of educational programs, outreach initiatives, and events.<br />2. Currently, pineapples from Pingtung, Kaohsiung, and Tainan are entering the market, and Chiayi pineapples will soon follow. In short, it is now peak pineapple season. Due to favorable weather conditions this year, pineapple production is expected to increase by about 5 percent over previous years. The Agriculture Bureau is requested to pay close attention to the balance between supply and demand so as to avoid affecting market prices.<br />(2) In recent years, the City Government has actively expanded both domestic and overseas marketing channels for pineapples, and Japan remains a major export market for Tainan pineapples. We appreciate the support of the Japanese market and look forward to further exchanges with friendship cities on agricultural specialty products in the future. All bureaus and departments are requested to continue their efforts to market agricultural specialty products. The City Government has also been expanding marketing channels for agricultural specialty products in the European Union (EU) for the past two years. Pineapples exported to the EU do not require quarantine inspection and may clear customs directly, which is good news for farmers. We look forward to strong results in the EU market this year.<br />(3) Overseas markets have shown strong acceptance of both fresh pineapples and a wide range of processed pineapple products. This week includes the Qingming Festival long weekend. Government operations should not be disrupted because of the holiday; all necessary work should either proceed as usual or be brought to a stopping point before the holiday begins. Given the dry weather conditions, the Civil Affairs Bureau is requested to step up fire-prevention publicity at cemetery entrances and continue promoting the practices of making charitable donations and offering rice in place of joss paper burning. Replacing the burning of joss paper with charitable and social welfare donations and reducing the use of incense can improve the environment and air quality and make tomb-sweeping safer and more orderly. The Fire Bureau is requested to deploy drones in cemetery areas for aerial patrol and safety reminders, so as to prevent fires and smoke and minimize the risk of fire during tomb-sweeping activities.<br />2. In light of the situation in the Middle East and the impact of rising prices for oil, gas, plastics, asphalt, and other essential commodities, Deputy Mayor Chao has already convened the relevant bureaus and departments to examine the issue and announce response measures. The relevant bureaus and departments are requested to strengthen implementation before the long weekend and work with the Department of Legal Affairs to prevent price gouging and hoarding with strictness. Upstream and midstream suppliers should be rigorously investigated. To mitigate short-term economic impacts, all bureaus and departments are also requested to promote actively energy conservation, carbon reduction, and efforts to reduce plastic use, while strengthening public outreach to encourage recycling and reuse. It is hoped that, through a multi-pronged approach, we can make our environment more sustainable.<br />3. When bureau and department heads accompany councilors on economic development inspection tours, such trips should, in the interest of saving administrative time, be completed within the same day or limited to no more than two days.<br />4. This year (2026), when preparing the budget for next year (2027), the Department of Budget, Accounting and Statistics is requested to observe the principle that expenditures should not increase substantially, so as to facilitate review and approval by the City Council.<br />Reports<br />1. The Police Bureau presented a report titled &ldquo;Special Operations for the Prevention of Drunk Driving from November 2025 to February 2026 and During the Lunar New Year Holiday&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) The Police Bureau carried out a special Lunar New Year project, and both the number of drunk-driving accidents and the number of related casualties declined substantially. The initiative also successfully reduced Category A1 fatal drunk-driving accidents to zero. Appreciation is extended to police personnel for their hard work. Although it is difficult to prevent people from drinking, continued public education on not driving after drinking is needed, and the public should be encouraged to use designated drivers or ride-sharing services, so as to reduce the likelihood of drunk driving at the source.<br />(2) Drunk driving must be prevented, and drug-impaired driving must also be eradicated. In recent years, drug-impaired driving has drawn growing public attention. Law enforcement personnel are therefore required to intensify enforcement against such conduct to prevent accidents. The Police Bureau is requested to implement saliva-based rapid screening in enforcement operations and expand related drug-testing equipment, so as to strengthen enforcement against both drunk driving and drug-impaired driving and provide the greatest possible protection for the lives and property of the public.<br />2. The Hakka Affairs Commission presented a report titled &ldquo;2026 Tainan Tung Blossom Festival&rdquo; (refer to written sources for details).&nbsp;<br />Resolution: Filed for reference.&nbsp;<br />Mayor&rsquo;s Comments:<br />(1) Since the City Government established the Hakka Affairs Commission, successive chairpersons have worked with great dedication to promote initiatives, such as the Tung Blossom Festival, Bagong Care Stations, and renovations to the Hakka Cultural Center, along with other improvements in both facilities and services, demonstrating the City Government&rsquo;s commitment to Hakka culture and related services. At the same time, efforts have also been made to promote the Hakka language so that it may continue to be passed down to and used by future generations.<br />(2) Tung blossoms are one of the symbols of Hakka culture, and Tainan is also the southernmost area where they can grow. Although other cities and counties also hold tung blossom festivals, an important task for the Hakka Affairs Commission is to develop distinctive features for the Tainan Tung Blossom Festival, so that Hakka residents feel a stronger sense of connection and the wider public can better understand the cultural significance represented by the tung blossom. The Commission is requested to continue its efforts in this regard.<br />(3) The tung blossom season coincides with the plum harvest. The Tourism and Travel Bureau and the Agriculture Bureau are requested to work together so that more people can appreciate both the beauty of the tung blossoms and the flavor and nutritional value of plums. In 2024, Tainan participated in food exhibitions in South Korea and Singapore; in 2025, in Europe and Australia; and in 2026, it will participate in the United Kingdom. Since the beginning of spring this year (2026), rainfall in southern Taiwan has been below normal, and the central government has already activated its response mechanism. The Environmental Protection Bureau is therefore requested to use reclaimed water for the routine irrigation of roadside trees and hedges, and all bureaus, departments, and schools are also requested to implement water-saving measures in earnest. During the once-in-a-century drought in 2021, meaningful rainfall did not arrive until late May, and in 2023 the drought persisted until early June. At present, the City&rsquo;s reservoirs are only 37% full, and with the spring plowing season approaching, daily agricultural and domestic water demand is as high as 4 million metric tons. All bureaus, departments, and schools are therefore requested to conserve water and carry out water-saving plans.<br />2. Since the beginning of spring, low rainfall and dry conditions have led to a succession of fires of various sizes, some of which have resulted in casualties. The relevant bureaus and departments are requested to pay particular attention to this matter. With the Qingming Festival approaching, the Civil Affairs Bureau, Fire Bureau, Police Bureau, and other relevant departments are requested to strengthen fire prevention outreach to reduce the number of fires during tomb-sweeping activities, ease the burden on firefighting personnel, and avoid potential risks to public safety.<br />3. This year&rsquo;s pineapple and muskmelon harvests are larger than in previous years. The Agriculture Bureau is requested to strengthen marketing channels and expand dried-fruit processing while also identifying any restrictions affecting marketing channels in the United Kingdom and the European Union. In addition, lower-than-usual rainfall this year may result in smaller mangoes. To avoid affecting mango growth, the Agriculture Bureau is requested to plan in advance how mountain area water storage ponds will be utilized so farmers can carry out irrigation promptly when needed.<br />4. Once fully completed, the project will substantially reduce travel time for vehicles traveling from the urban area, Annan District, Yongkang District, and National Freeway No. 1 to the Southern Taiwan Science Park, which will be a major benefit to commuters traveling to and from the Park.<br />(2) The Tainan Metropolitan Expressway serves an important function. It can help prevent commuter traffic bound for the Southern Taiwan Science Park from becoming as congested as that around Hsinchu Science Park while also saving commuters considerable time and effort. It is hoped that the project will be completed on schedule and to the required standard.<br />2. After a series of adjustments to facilities, lighting, and other park infrastructure, the adult baseball stadium is finally ready to open officially for the 2026 season. The public has been eagerly awaiting this moment, and the City Government is treating it as a major celebratory occasion. All relevant bureaus and departments are therefore requested to remain fully alert and well prepared to ensure that every aspect of the event proceeds smoothly. This winter (2026) has seen little rainfall, and precipitation this spring has also been below the historical average. Water storage levels in Tainan City&rsquo;s reservoirs have fallen below 50 percent, indicating that the dry season has clearly begun. The City&rsquo;s daily domestic water demand is approximately 1 million tons, while the first rice crop requires an estimated 150&ndash;200 million tons of water, placing additional pressure on available water supplies. Looking back at the once-in-a-century droughts of 2021 and 2023, rainfall did not begin until around late May or early June. We should therefore make advance preparations for a range of water-saving response measures. All bureaus and departments are requested to begin studying and formulating water conservation measures as early as possible and to review situations in which reclaimed water may be used. For the routine irrigation of roadside trees and hedges, the Environmental Protection Bureau is requested to use reclaimed water and submit an implementation plan to senior city government leadership for reference. The Water Resources Bureau has completed preparations for seven large-scale reverse osmosis (RO) water treatment units. The Bureau is requested to consult with senior city government leadership as soon as possible to plan appropriate locations and circumstances for their deployment.<br />2. Ensuring that residents do not face shortages of water or electricity is an important issue for both the central and local governments. Recently, sharp increases in oil prices are also expected to drive up natural gas prices. Although the central government has announced that part of the price increase will be absorbed by the government and relevant enterprises and institutions, local governments should take the lead in implementing water- and energy-saving measures within their respective areas of responsibility. All bureaus and departments are requested to make advance plans and preparations in response.<br />3. Efforts should focus on reducing food waste at the source through measures, such as separating raw and cooked food waste and strengthening raw food waste reduction at traditional markets, restaurants, schools, and institutional food service providers. The Environmental Protection Bureau, Agriculture Bureau, Education Bureau, and other relevant bureaus are requested to strengthen their efforts.<br />(2) An outbreak of African swine fever occurred last year (2025). Fortunately, it did not spread further or cause losses to the industry. The Labor Affairs Bureau is asked to remind employers of the risks associated with low temperatures and to strengthen protective measures for outdoor workers. The Agriculture Bureau is requested to promote cold-weather precautions across the agriculture, fishery, and livestock sectors, and to continue strengthening the management of field crops and aquaculture facilities to reduce the potential impacts of low temperatures.<br />2. In response to the recent random attack in northern Taiwan, the Tainan City Government conducted a violence prevention drill yesterday (29th). With the New Year&rsquo;s Eve celebration set to begin tomorrow night featuring extended hours and large expected crowds, relevant bureaus and departments are instructed to strengthen security monitoring, ensure that emergency response plans are in place, and remain fully prepared. In the event of an emergency, on-site personnel should maintain order, assist with evacuating the public, and work to minimize potential harm.<br />2. Several large-scale hospital development projects were launched this year. These include the groundbreaking of Nanke Chi Mei Hospital earlier this year and, more recently, the National Cheng Kung University Shalun Hospital. The land consolidation for the Yongkang Chi Mei Medical Zone has been completed, and the Tainan Municipal Hospital BOT project is progressing steadily. These major medical facilities bear significant responsibility for safeguarding public health. The Public Health Bureau is requested to assist private organizations and teaching hospitals in keeping their projects on track. Should regulatory or other issues arise, cross-departmental meetings should be convened promptly to coordinate solutions. In parallel, advance measures should be taken to address traffic impacts and improve parking availability, thereby expanding the city&rsquo;s overall medical capacity for its residents.<br />3. The Environmental Protection Bureau, Education Bureau, and Economic Development Bureau presented the &ldquo;Food Waste Reduction Plan and Timeline.&rdquo; The Environmental Protection Bureau is instructed to raise the food waste collection and treatment fee, setting it higher than the fee for general waste, to discourage noncompliance&mdash;particularly among traditional market and night market vendors. It is hoped that through these diverse events, local tourism will be promoted and the public will gain a better understanding of the cultures of Yanshui, Xinying, and surrounding areas.<br />(2) In the city center, the Puji Temple Lantern Festival is held, while the Yue Jin Art Museum in Yanshui brings art and culture into the streets and alleys. I have taken up this role following the efforts of successive county and city mayors, including President Lai Ching-te, during his term as mayor, and former Acting Mayor Li Meng-yen. On December 25th of next year (2026), I will hand over the important responsibilities of municipal administration to the next mayor. However, as my current term is still ongoing, I urge all bureaus, departments, and district offices to continue fulfilling their duties diligently. The report and achievement video presented earlier by Director Chen of the Land Administration Bureau represent only a portion of our overall municipal accomplishments. Citizens and councilors form their views based on their day-to-day experiences and convey their feedback to the city government. All bureaus, departments, and district offices are requested to take this feedback into account and make continuous improvements.<br />2. This year (2025), Tainan City&rsquo;s centrally allocated tax revenues and subsidies have decreased by more than NT$1.2 billion. Despite these limited resources, the city government has continued to make substantial investments in social welfare, education, and compensation and benefits for police officers and firefighters. Following the implementation of the Act Governing the Allocation of Government Revenues and Expenditures next year (2026), both municipal funding and central government subsidies will be further reduced. In addition, house tax revenues are expected to decline by approximately NT$180 million. Yet public expectations will only continue to grow, not diminish. Achieving better outcomes under constrained resources will require the collective efforts of all bureaus, departments, and district offices. All colleagues are urged to remain diligent in fulfilling their responsibilities and carrying out their duties, so that citizens can clearly feel the city government&rsquo;s sincerity and dedication.<br />3. As the end of the year approaches, the city will be hosting numerous events. In light of the recent shocking random attack in northern Taiwan, all bureaus and departments are urged to ensure proper order, public safety, and environmental cleanliness when organizing and conducting activities.<br />4. Air quality tends to deteriorate during the winter season. Relevant bureaus and departments are requested to take proactive measures to prevent the public from burning rice straw and garbage to reduce air pollution and to enhance prevention efforts through the use of technological tools.<br />5. Sincere appreciation is extended to all colleagues for their dedication and hard work over the past seven years. Everyone is encouraged to continue striving forward in the journey ahead.
