A Cautious Approach for Migrant Workers’ Pandemic Prevention and Control: Tainan Mayor Huang Wei-che Orders Rapid Testing for All Migrant Workers in Industrial Parks (2021/06/18)

Recently in early June, Tainan City government completed the health inspection of migrant worker dormitories. Following this effort, Tainan City mayor Huang Wei-che instructed that all migrant workers in Tainan must undergo rapid testing. So far, all migrant workers employed in the Southern Taiwan Science Park have been tested. The next phase of rapid testing will move to all the industrial parks administered by the city government. Tainan city is launching full-fledged efforts to prevent and control COVDI-19, including pro-actively reaching out to businesses to expand the city’s rapid-testing capacity.  

 

According to Mayor Huang, most industrial migrant workers live in centralized dormitories. All the workers live and work together, so their accommodation and working sites must be kept strictly sanitized to avoid any cluster outbreak. The mayor also calls for businesses to regularly and swiftly implement rapid screening to ensure the health and safety of workers and working environments, and to control the outbreak from spreading.

 

 At present, the Tainan City government applies the following rapid-testing strategies for migrant workers in industrial sites. First, for businesses located at all the industrial parks administered and supervised by the city government, they are required to complete rapid-testing for all their migrant workers. Secondly, Tainan City government has organized a taskforce that is composed of officials from the Bureau of Economic Development, Bureau of Public Health and Bureau of Labor Affairs. This taskforce visits and inspects businesses in industrial parks to support their roll-out of rapid-testing programs. Thirdly, Tainan City government urges businesses located in MOEA-administered industrial parks and other smaller industrial parks to also implement rapid testing for all their migrant workers. These efforts are to ensure the safety and health of migrant workers and to prevent breaches in pandemic prevention and control. Results achieved from these large-scale rapid-screening can also further guarantee business continuity and sustainability.
