Minutes of Tainan City Government’s 287th Municipal Administrative Meeting 03/22/2017

 Mayor's remarks:

I.Everest Textile Co., Ltd President Roger Yeh “Everest 4.0 Project, Striding Towards a New Smart Era” Keynote Speech
1.Many thanks to President Yeh in sharing with us the innovative transformation strategy of Everest Textile Co., Ltd. “Reindustrialization” has become an important development strategy for various countries. This worldwide industrial tidal trend enunciates the ever proceeding of industry upgrades and transitions. Thus, “Taiwan Reindustrialization” becomes an important goal in this current stage. 
2.A comprehensive observation shows that countries have started to focus on the political policy of increasing the competitiveness of manufacturing industry in order to drive overall economic development, revitalizing the manufacturing industry through the utilization of manufacturing process optimization, advanced manufacturing technology and value- added IT communication. In view of the 20-year Industry 4.0 launched by Germany in 2012, the Advanced Manufacturing Partnership (AMP) initiated by the U.S in 2013 and the Japanese 2014 execution of National Robotics Initiative, the purposes of such projects are mainly for a) Creating job opportunities; b) Increasing industrial competitiveness; c) Promoting sustainable growth and d) Creating economic value.
3.From President Yeh’s brief, we understand that “transformation every 5 years on average” is the innovative transformation strategy adopted by Everest Textile Co., Ltd, which represents its self-awareness for sustainable development and its innovative intelligence that keeps up with the times. I believe that public management should also possess such sustainable developing capability and wisdom. For example, the fundamental construction for the first 4 years of my initial term aims to solve public livelihood problems, and the 4 years of my second term aims to execute major constructions so that Tainan advances with time.
4.In the upward global trend of developing new technology or enhancing industry competitiveness, Tainan takes its role and has already started the promotion thereof. The 6 smart automation projects in 2016 with the investment of 14.25 million NT have produced an output of 190 million. The Economic Development Bureau is requested to understand the global trends, to adopt innovate industrial counseling methods with Tainan industry as the core and to set up goals for different development stages in order to enhance the city’s industry competitiveness and to promote sustainable development.
5.The Research Development and Evaluation Commission is requested to study and learn from the Everest Textiles Co., Ltd.’s experience in intellectualization and to utilize it on possible governance and policy promotion.  
II.Railway Underground Project Commencement, the First Step in City Integration
1.Last Wednesday (15th), I accompanied the Minister of Transportation and Communications Chen-tan Ho, Legislative Yuan Transportation Committee member Bao-quing Zheng, along with several legislators Chun-xian Lin, Yi-jin Yeh, Ding-yu Wang, Yun-peng Zheng and Chun-mi Zhou to join in the hosting of “Tainan Urban District Railway Underground Project” commencement ceremony and to witness the historical moment of Tainan stepping towards city integration together. 
2.The railway completed a hundred years ago passes through the east of downtown Tainan, and with the advance of time, the gradually expanding city of Tainan was divided into two due to the railway and obstructing development along the railway. To eliminate railroad obstruction, to relieve increasing severe traffic problems, to put an end to tragedies on crossings and to balance city development as well as to reduce railroad noise, tremors and other environment hazards, Tainan City Government and the MOTC joined to actively promote Tainan Railroad Underground Project, facilitating integral development of Tainan urban area.
3.The Railroad Underground Project has been a major construction sought by all industries in Tainan over the past 20 years, and there have been many hardships and difficulties during the process. I would like to thank every person who has contributed his/her effort and assistance, and I would like to especially thank the city government team for their effort and commitment in overcoming great obstacles. To protect majority residential interests along the south rail line and to minimize impact during demolition, we have not only opened a new page in local governance by promoting compensatory housing project but also promise citizens to provide quality compensatory housing as expected by Minister Ho Chen before demolition by completing the project before the end of the year; In addition, for local residents looking forward to the opportunity to reconstruct on their original grounds again in the future, the city government will also increase the building coverage ratio in order to provide cares to those residents affected. As for residents still having concerns on such issue, the city government will continue the communication with a sincere attitude, and the subsequent construction is expected to be performed under a peaceful and supportive atmosphere. 
4.As remarked by Minister Ho Chen, the commencement of “Tainan Urban Railroad Underground Project “demonstrates the support of the Central Government in the local constructions of Tainan. The scope of the project covers the cultural landscape, educational research and knowledge industry infrastructure, which are of profound implications on the city integration. In the future, it will also integrate with the Tainan city railway transportation system  rapid transitization and the construction of Advanced Rapid Transit system along with the integration of the city bus and the mid-to-long range inter-city bus transfer station such that the Tainan Green Transport Network can be completed in order to provide a convenient living environment to citizens. The Bureau of Urban Development, Bureau of Land Administration, Public Works Bureau, and Bureau of Traffic are requested to actively cooperate with the MOTC Railway Reconstruction Bureau to provide assistances on the promotion of all works.
III.Initiating Veteran Home Relocation, Creating a Win-Win situation 
1.On March 16th I represented the City Government of Tainan to sign a memorandum of understanding (MOU) with the Veterans Affairs Council and Ministry of Defense, declaring the initiation of the first Taiwan west coast “ medical and care service in one” veteran home relocation and construction plan. Many thanks to the active negotiation of the Executive Yuan and the full support and cooperation of the Veterans Affairs Council and Ministry of Defense.  
2.The “Tainan Veteran Home” located on Chongming Road of East District has been established for more than 64 years and is approximately 5.7 hectares. The original building structure is obsolete and a lot of facilities are not conforming to the current standards. To cooperate with the Veterans Affairs Council medical and care in one policy and the Tainan city urban development plan, the site will be relocated to Wangliao North Camp and Pingshih Camp R7 Base in Yongkang district. With the “long-term care center” and the “nursing home for elderly” planned, we aim to provide elderly veterans with an environment of comfort and convenience. As for the original site of veteran residence, the traffic systems and public infrastructure demand of East District will be re-examined and adjustments will be reviewed through urban planning in order to drive regional development, and create a win-win situation for citizens, veterans and military alike.
3.Tainan Public Works Bureau and related bureaus are requested to strive for efficiency and expedite related constructions, and it is expected that new veteran home establishment and relocation can be completed as scheduled.
IV.Actively Applying for Major Traffic Construction from Central Government
1.To build a convenient and smooth traffic environment, on the 15th of this month, the city government has sought for recognition and subsidy from the MOTC for the construction of Highway No.8 Tainan overpass extension to Anzhong Rd. and the four major transfer station developments, parking lot development as well as other major traffic construction funds. 
2.Restricted by the historical road layout, the current parking spaces in the city are clearly insufficient. Thanks to the “Tainan Happy Parking Four Year Plan (2017-2020)” by the Bureau of Traffic, public space and three-dimensional multi-target development, idle space utilization, incentives for private parking lot installment and other measures will be used to increase over 10 thousand parking space in popular areas such as Central West District, East District and North District. It is expected that the Central Government can include such construction into its “Ten Major Constructions” in order to thoroughly resolve the problem of insufficient parking spaces in Tainan.
3.In addition, I am grateful that the Four Major Transfer Station Development Project of the City Government receives the construction subsidy in an amount of NT$ 68,200,000 dollars from the Central Government for the construction of the “Xinying General Transfer Station”, and it is expected to be completed by the end of next year. Moreover, the City Government also plans to construct the three other major transfer stations, including Rende, Hesun and Kaiyuan via the method of self-construction followed by outsourced for operation. In addition, with regard to the construction project of Highway No.8 Tainan overpass extension to Anzhong Rd., it is expected to receive full support and construction budget from the Central Government. The Bureau of Traffic and Public Works Bureau are requested to coordinate with Central Government operation schedule in order to seek for major traffic construction of the city and to benefit our citizens.
