Minutes of Tainan City Government’s 468th Municipal Administrative Meeting 12/8/2020

Mayor’s Remarks:
1.    I would like to express my deepest condolences regarding the tragic accident that occurred in Baihe, involving the death of a member of a pilgrimage group from Kaohsiung. There have been several incidents in other cities and counties that attracted attention nation-wide because of the noise and air pollution caused by temples setting off firecrackers. Many residents have complained about such inconveniences. Tainan is a city of temples and religion, with numerous registered temples and religious activities. Concerned bureaus should impose a certain level of restriction on religious activities to prevent public disaffection. Former Mayor Lai, former Mayor Li, and I have all put great emphasis on the optimization of temple activities. The Bureau of Civil Affairs should continue in its efforts and encourage religious organizations to have self-restraint. The bureau should promote electronic or green firecrackers to temples and reduce the use of traditional firecrackers. The Environmental Protection Bureau and the Police Department should pay particular attention to the time limit of setting off firecrackers, as well as temples activities or troupe performances that take place at night. Throughout temple parades, conflicts and violence are prohibited among temple troupes, performers, and pilgrimage groups. Self-discipline should be applied in terms of noise and air pollution caused by temples. When there are local temple activities, district offices should report the time of the events to the municipal government, and list possible problems related to traffic, safety, and the environment. Concerned bureaus should work closely with the district offices to prepare in advance to minimize the negative influences of these activities.
2.    A series of festive activities will be held by the government in December. Concerned bureaus and departments should enhance traffic control and maintenance of order on site to make sure that our residents enjoy a safe and joyful holiday season.
3.    The City Council is about to hold a special meeting on the review of budgets. Bureaus that haven’t been reviewed should enhance communication with council members so that interpellation can be shortened and the review can be carried out more efficiently.

Mayor’s Remarks:
(1)    I would like to thank Vice President Tseng Tse-fong of Kaohsiung University for the presentation. Mr. Tseng reiterates the importance of not drawing a line between districts when it comes to development. Nan Ying should no longer be defined as the original Tainan County. Likewise, Fu Cheng should not be seen as the original Tainan City. This is a concept that we have been trying to adopt for the past decade, but is still being proposed from time to time. Vice President Tseng presents a brand-new development strategy, targeting at building Tainan into a “hometown for innovators.”
(2)    In recent years, Tainan City’s development has been marked by the establishment of semi-conductor factories. In addition, the city also has a strong traditional industry and other areas of strength, such as its rich cultural and historical heritage. These are all aspects that are worth considering when thinking about Tainan’s future development. We look forward to receiving more advice from Vice President Tseng, and to further our further collaborations.

Mayor’s Remarks:
I would like to thank Director-general Yeh of the Cultural Affairs Bureau for the presentation. Although Tainan is an old city, it is filled with innovation and new designs. As presented by Vice President Tseng, regional revitalization is a key direction of development for Tainan. All colleagues should continue their efforts towards making Tainan a city that blossoms with creativity and innovation.
