Minutes of Tainan City Government’s 484th Municipal Administrative Meeting 3/30/2021

Mayor’s Remarks:
1.    The recent MayDay concert and the Yuguang Island Art Festival attracted many residents and visitors. Although the paint on a concrete platform at the MayDay concert was reported to have chipped, the Department of Sports promptly addressed this issue. Thanks to the hard work of concerned bureaus, no major traffic accidents or crimes occurred during these events.
2.    The Tomb Sweeping Day long holiday is around the corner. Around this time of the year, citizens care most about the traffic, public order, and fires. Small fires often break out during Tomb Sweeping Day. Firefighters and volunteer firefighters have to allocate substantial human and material resources to put out these small fires. Thus, concerned bureaus should promote fire safety while also enforcing the law. By increasing awareness and using technological equipment such as drones, we are able to mitigate fire hazards. Furthermore, law enforcement should clamp down on behavior that affects public safety and social order. Relevant laws and penalties should be used to minimize the occurrence of fires.
3.    Municipalities in Southern Taiwan have reported agricultural losses in onions and mangoes. The recent water shortage has resulted in vector growth in produce. Tainan is right in the middle of the pineapple season, after which comes the mango season. I would like to ask the Agriculture Bureau to closely monitor the situation in Tainan and strive to prevent vectors from damaging harvests or overharvests from causing a crash in prices and farmers’ loss. As for vector prevention, the Agriculture Bureau should communicate with the Farmers’ Association, Tainan District Agricultural Research and Extension Station, and the Bureau of Animal and Plant Health Inspection and Quarantine in promoting correct information and prevention methods to farmers. Concerned bureaus should also provide assistance in marketing produce.

Mayor’s Remarks:
(1)     I would like to thank the Labor Affairs Bureau for its long-term devotion to maintaining labor rights and amicable industrial relations. Tainan’s establishment rate of labor-management meetings is the highest among the six special municipalities. By engaging in communication, coordination, and mutual recognition, a lot of unnecessary disagreements between labor and management can be averted. Again, I would like to thank the Labor Affairs Bureau for its diligent work.
(2)     With urban development and an increase in industrial parks, a growing number of companies are expected to invest in Tainan or set up factories here. I would like to ask the Labor Affairs Bureau to enhance its promotional work and consultation with the goal of forging industrial relationships for the private sector.
(3)     Occupational safety incidents hugely affect laborer safety and urban development. Furthermore, these incidents are often subject to public scrutiny. The Labor Affairs Bureau must strictly request businesses to abide by relevant safety guidelines, thereby preventing occupational safety incidents.
(4)     Regarding the location of the Labor Affairs Bureau’s second-hand furniture warehouse, please be sure that wooden furniture is not exposed during rainy days or typhoons. Otherwise, this furniture is likely to be damaged.

2.    The Disaster Prevention and Relief Office’s report on the 2021 Tainan All-out Defense Mobilization and Disaster Prevention and Relief Drill (all-out drill no. 7) (refer to written sources for details)

Mayor’s Remarks:
The municipal government attaches great importance to the all-out drill. Although this event is overseen by the Executive Yuan Mobilization Committee and assessed by the Armed Forces Reserve Command, Ministry of National Defense, we must pull out all the stops, nonetheless. The drill gives us a chance to evaluate whether bureaus fulfill residents’ demands in terms of mobilization and disaster relief deployment. In particular, extreme weather has increased the risks of floods immediately following the drought that we are currently experiencing. When major disasters strike (such as the 2016 Southern Taiwan earthquake), we expect all departments to respond in a systematic, orderly manner, which will facilitate the prevention and mitigation of disasters and boost disaster relief efforts. I would like to thank the Disaster Prevention and Relief Office and concerned bureaus for their cooperation. I myself will attend the all-out drill no. 7. With everyone’s hard work and diligence, I am certain that this drill will be carried out successfully.
