Minutes of Tainan City Government’s 493rd Municipal Administrative Meeting 5/31/2021

Mayor’s Remarks:
I would like to thank the Social Affairs Bureau for its report on “the level-3 alert COVID-19 prevention measures adopted by Tainan’s long-term care facilities,” and the Bureau of Transportation for its report on “COVID-19 prevention measures employed by Tainan’s public transportation systems.” The recent massive decline in public transportation volume is because taking public transportation comes with a certain level of risk. I ask everyone to remain vigilant.
Announcements

Mayor’s Remarks:
(1)     Based on our previous experience in pandemic prevention, medical institutions and long-term care facilities are the most important part of pandemic prevention work. In Taipei City and New Taipei City, a total of 14 hospitals have been breached with the spread of COVID-19 cases. As a result, patients in these hospitals have to be transferred to other hospitals, which then further burdens other medical institutions, severely damaging the overall medical capacity and disease prevention efforts.
(2)     Long-term care facilities are susceptible to community spread. Please enhance pandemic prevention measures for these institutions. Long-term care facilities in Northern Taiwan have already been affected by a surge of COVID-19 cases; thus, it is imperative that we ramp up our pandemic prevention measures to ensure that this does not happen in Tainan. We have requested medical institutions to strive toward having zero new cases, to scale back general medical services, and employ telemedicine. The same applies to long-term care facilities. The Public Health Bureau is tasked with collaborating with the Social Affairs Bureau to oversee long-term care facilities in implementing pandemic prevention measures. Facilities that fail to follow such measures will be met with legal consequences.

Mayor’s Remarks:
(1)     The recipients of the latest wave of relief packages are different from those of last year’s relief packages. Please ensure that the list of recipients is up to date.
(2)     To prevent community spread, Tainan’s taxi driver training subsidy is canceled this year. As for other subsidies such as reduced royalties for transportation hubs and pandemic prevention supplies, last year’s subsidies for pandemic prevention supplies were stipulated according to the central government’s standards. If we are using municipal funds as a standard this year, please make adjustments accordingly. The wage for taxi drivers should be stipulated in accordance with the central government’s standards.
