Minutes of Tainan City Government’s 503rd Municipal Administrative Meeting 8/9/2021

Mayor’s remarks:
1.    Epidemic prevention, economic relief, stimulus vouchers, vaccination, flood prevention, Dengue fever prevention, and Japanese encephalitis prevention are all essential operations closely associated with the health and safety of our citizens. I want to extend my deepest gratitude to all bureaus and departments for your efforts in these matters.
2.    There should not be a digital gap in the registration of vaccinations for the elderly or families unable to register their senior members. I would also like to thank our colleagues for assisting over 30,000 senior citizens in registering for a vaccination. The Tainan City Government will arrange for those unable to apply for a vaccine for any reason to get vaccinated based on the vaccination registry compiled by the central government. Colleagues responsible for vaccination registration must ensure that vaccination notices reach eligible parties and be vigilant for fraudulent behaviors that could severely hinder vaccination operations. I implore everyone to make sure all vaccination notification and administration operations are completed quickly and efficiently.

Mayor’s remarks:
(1)    The heavy rainfall brought about by the recent typhoons and southwesterly airstream has posed a significant challenge for water management operations throughout Taiwan. The recent perpetual downpour has set record 10-min, hourly, and 24-hour rainfall levels in many regions, reporting higher levels than those recorded during typhoons.
(2)    Although the recent heavy rainfall has flooded many regions across the city, the funds provided by the central government under the 8-Year-80-Billion Flood Control Project, 6-Year-60-Billion Flood Control Project, Comprehensive Management of River Basins Project, and Forward-looking Infrastructure Development Program for improving the city's water processing infrastructure must not be overlooked. Using these funds, we were able to upgrade the sewage system on Anjhong Road. The upgrade does not imply that Anjhong Road will never be flooded again. Instead, it means that the area is less likely to be flooded by past rainfall levels. However, higher-than-before levels may still put strain on existing infrastructure.
(3)    I ask relevant bureaus and departments to double down on the dredging, containment, and water management operations (pumping, dike reinforcement, and drainage expansion) of critical rivers, including the Sanye River and Jishui River. I want to thank Deputy Secretary-general Chiu Ching-pin, the Water Resource Bureau, the Agricultural Bureau, and other relevant bureaus and departments for their roles in effectively mitigating flooding in the city. Keep up the excellent work, and always strive to do better.

Mayor’s remarks:
Old building material has always been viewed as waste. With proper use, old building material can do wonders. By taking Building as Material Bank (BAMB) online and establishing effective categorization and indexing systems, BAMBs can be an effective tool for finding building materials. I look forward to the possibilities that BAMB can afford in the future. I would also like to thank the Cultural Affairs Bureau for its efforts in this matter.
