Minutes of Tainan City Government’s 507th Municipal Administrative Meeting 9/6/2021

Mayor’s remarks: 
1. Schools at all levels are gradually reopening. Today's (9/6) community spread event in New Taipei City involved a preschool. Vaccines are currently not available for children under the age of 12. Please ensure the sanitation of schools and their immediate environments and the implementation of various epidemic prevention measures to reduce the possibility of and opportunity for infection. The reopening of schools symbolizes a return to normalcy for the citizens of Tainan, including parents and children. I ask that relevant bureaus and departments pay closer attention to traffic conditions in and around school zones during pick-up and drop-off times. Public transportation will also be gradually returning to normal capacity. However, this will only happen if there are no new cases reported in Tainan City. A new outbreak in Tainan City will inevitably result in a downturn in economic activity and traffic conditions once again. I ask that the Environmental Protection Bureau and Public Health Bureau continue prioritizing epidemic prevention. 
2. The City Government has fined four pig farms for the illegal use of kitchen waste as feed. I thank our colleagues involved for their hard work and ask that they continue closely monitoring relevant vendors. 
3. We must strengthen the inclusivity of our civil and social administration systems to reduce gender-based and domestic violence, focusing on prevention rather than investigation, punishment, and litigation after the fact and steer individuals, families, and social resources in a better direction. 
4. The extraordinary council meeting will run for another four days. I ask that relevant bureaus and departments take caution when responding to the inquiries of the council members. The regular council meeting is scheduled 12 days after the extraordinary meeting, in which council members will review our budget for next year. I expect this year's budget review to be concluded smoothly and thank relevant bureaus and departments for their hard work. The city government is a team heavily reliant on the support of its various bureaus and departments. If concerns regarding other bureaus and departments are raised by the council members, please notify the bureau/department in question immediately so that they may prepare accordingly and avoid members' recommendations hindering their administrative responsibilities.
