Minutes of Tainan City Government’s 510th Municipal Administrative Meeting 9/28/2021

Mayor’s remarks: 
1. Many policy, budget, and final accounting proposals have been raised in the plenary sessions. Please ensure that the content of these proposals is fully communicated to the council members. 
2. As new cultural venues continue to emerge in Tainan City, bureaus and departments must formulate plans to revitalize existing natural and cultural sites and incorporate them into a coherent tourist itinerary. 
Announcements
1. The Public Works Bureau's report on the status of the Tainan Asia-Pacific International Baseball Stadium and Training Centers (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks: 
(1) Tainan is the baseball capital of Taiwan. The outsourcing and construction of the youth baseball stadium in the Asia-Pacific Baseball Village were initiated by Former Mayor Lai and Former Acting Major Li during their terms, while I spearheaded the outsourcing and construction of the adult baseball stadium. The entire project was anticipated to be completed within the term of Former Mayor Lai. Funding from the central government was limited during the early stages of this project. Most of the funding was raised here in Tainan City. I would like to thank everyone involved for their contribution to improving the hardware of the village. In terms of software, we need to strengthen our efforts in training dedicated personnel. 
(2) Venues can be launched as they are completed. The Bureau of Education will be the management authority. Please ensure that relevant management policies are established as soon as possible. 
2. The Economic Development Bureau's report on the status of local revitalization efforts (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s remarks: 
(1) There are set administrative procedures for handling local revitalization applications. We must prevent applications awaiting deliberation from being held up at the central level. 
(2) Local revitalization cases involve multiple bureaus and departments. Therefore, we must establish a line of communication across all bureaus and departments to maximize administrative efficiency. 
(3) I ask that the Economic Development Bureau continue to work with relevant bureaus, departments, and vendors to approve local revitalization plans that conform with public opinion. Local revitalization projects also involve people in different age groups. To revitalize areas frequented by young people, we must strive to get young people involved, secure resources from central and local government departments, and draw on private resources to collectively create the perfect home for everyone.
