Minutes of Tainan City Government’s 511st Municipal Administrative Meeting 10/5/2021

Mayor’s remarks: 
1.    Relevant bureaus and departments must handle the matters outlined in the Bureau of Education's report on the construction and renovation of sports centers in Tainan City and the Cultural Affairs Bureau's report on the 2021 Tainan Arts Festival accordingly.
2.    We must adopt a multi-pronged approach for improving traffic conditions. Issuing warnings, enforcing the law, and upgrading relevant hardware and facilities are necessary response measures.
3.    Many medium- and large-scale events are scheduled for October. Organizing bureaus and departments must make sure to fully communicate with local residents beforehand, end events on time, and have traffic diversion and cleanup plans. Organizers must also ensure that attendee registration and other epidemic prevention measures are fully carried out. After the events, please ensure that venues are restored to their original states in a timely manner.
4.    Projects initiated by the Bureau of Transportation must be completed as scheduled. I ask that Deputy Mayor Tai oversee the budget acquisition, bidding, commencement, and progress of these projects.

Mayor’s remarks: 
(1)     The 2021 National Games will open in Taipei City in a few days. Tainan City will host the National Games in 2023. There are a total of 28 projects relating to the renovation of National Games venues and the construction/renovation of non-National Games venues in Phase 1 of the Forward-looking Infrastructure Development Program, and a further 25 in Phase 2. Among these projects, 14 are related to the renovation of National Games venues. I ask that the Public Works Bureau assist the Bureau of Education and Department of Sports in managing the progress of these projects.
(2)     To promote sports on a national level, we encourage citizens and students of all ages to regularly play sports. It is vital that we provide adequate venues and facilities to support this movement. However, we've only just come out of a pandemic. Therefore, we must ensure that we follow all epidemic prevention regulations. I ask everyone involved to ensure that epidemic prevention measures are carried out accordingly.

Mayor’s remarks: 
(1)     As the number of COVID-19 cases continue to decline and restrictions on outdoor activities are gradually lifted, many events have begun to tour various regions, such as the Art of Spring and Bring the Art to Your Community events. Another highlight is the very first Tainan International Music Festival, which features performances by many internationally renowned local artists and musicians, followed by the 2021 Tainan Arts Festival and the Tainan APBDA 2021 in the following month. With such a strong roster, I implore relevant bureaus and departments to focus on promoting these events. They represent our finest artists and performers. From dynamic theatric and musical performances to static galleries and exhibitions, I hope to see a high level of public participation and support for our artistic events. We must work together to enhance our cultural literacy.
(2)     We open this year's arts festival with traditional folk-art performances to thank the gods for our epidemic prevention efforts. Today marks the 100th consecutive day and 130th non-consecutive days without any cases of local infection. I thank everyone involved for their hard work. By opening the festival with a series of folk-art performances, we hope to promote temple participation, interaction, and collaboration. Relevant departments and bureaus must make sure to follow epidemic prevention protocols during the event. I look forward to a safe and eventful opening. I thank the Cultural Affairs Bureau for its hard work.
