Minutes of Tainan City Government’s 512nd Municipal Administrative Meeting 10/12/2021

Mayor’s remarks: 
1.    The public construction projects of Tainan City won one-fifth of the Real Estate Excellence Awards this year. I thank the bureaus and departments involved for their hard work. 
2.    The revitalization and construction of activity centers and optimization of traditional markets are closely linked to people's livelihoods. Please have the citizens of Tainan in mind when handling official affairs and make the best of limited funds. 
3.    We have concluded our long holiday. We must now shift our focus back to the tasks at hand to improve the lives of our citizens through economic development and public construction. 
4.    I ask that the Economic Development Bureau ensure that construction projects funded by the Forward-looking Infrastructure Development Program are completed within the timeframe specified by the central government. I also ask that all bureau and departments provide full assistance and cooperation as needed.

Mayor’s remarks: 
Tainan City's activity centers and public buildings feature distinct shapes and aesthetics. We generally avoid using special techniques and materials and outdated equipment in the construction of public buildings. These buildings are built with taxpayers' dollars. We shouldn't allow our activity centers and public buildings to go unused after they are built. Therefore, plans for building usage must be carefully laid out before construction. Once they are completed, buildings that fail to meet usage expectations must be repurposed without compromising the original value of the building. Furthermore, we must avoid devaluing public buildings and misusing public assets. We must exercise caution when using the funds entrusted to us by the public.

Mayor’s remarks: 
(1)     Markets are the most frequently visited places in people's everyday lives. They remained partially open throughout the pandemic, even during level 3 lockdown, because citizens rely on markets to obtain essential items. The meteoric rise of hypermarkets and supermarkets in recent years has severely impacted traditional markets and, by extension, the livelihoods of vendors operating in these traditional markets. Optimizing traditional markets is a pressing issue of the city government because they are key venues closely linked to revitalizing people's livelihoods. Our strategy is to attract quality vendors and improve market environments to creating friendly, safe, and clean shopping spaces for our citizens. We will continue to update our traditional market environments to make going to the market a treat rather than a chore. 
(2)     I would like to thank traditional market vendors for their cooperation in implementing the government's epidemic prevention measures. We will continue to center our efforts on providing vaccinations and financial support. I expect to see a marked increase in business activity in traditional markets during the Tainan Shopping Festival. I ask the Economic Development Bureau and Market Administration Office to contemplate strategies to make this expectation a reality.
