1. I ask the Social Affairs Bureau to oversee the operational transfer project for converting Sinying Hospital’s Beimen Branch into a diverse long-term care center and to ensure that the project meets standards and is completed within the scheduled timeframe. Please come to me after this meeting and elaborate on the usage of the first floor in the project.
2. I ask the Public Health Bureau to review the number of designated COVID-19 hospital beds, home quarantine cases, medicine delivery, and epidemic prevention hotline setup. We must be prepared at all times for a possible surge in cases.
3. I ask the Civil Affairs Bureau to stipulate management guidelines within a month for temple parades and events. These guidelines should mandate that temples must submit an application with the Civil Affairs Bureau prior to hosting events. The application form should include information such as the location, scale, number of attendees, time and date, and number of firecrackers to be used. Temples should only be able to apply for event permits with the Public Works Bureau or Police Department after the application is approved. While events are taking place, the Civil Affairs Bureau should take the lead and establish an inspection unit along with the Environmental Protection Bureau, Fire Department, and Police Department. Should any violations occur, please enforce the law accordingly.

(1) I ask the census takers to mail notifications before May 6. In addition to organizing in-person surveys, I suggest census takers consider conducting over-the-phone surveys and encourage businesses to complete the census online.
(2) Compared to other municipalities, Tainan has had a relatively low number of COVID-19 cases. I implore the census takers to put in extra work in ensuring that the surveyed information is in detail and correct, as this information will serve as a basis for future national policies.
(3) I ask 11 agencies, including the Market Administration Office, Public Health Bureau, Social Affairs Bureau, and Bureau of Education, to assist in conducting the census. Let's all work together and ensure that this census is completed as scheduled.
2. The Labor Affairs Bureau’s report on the program for establishing a part-time job platform amid the COVID-19 crisis (refer to written sources for details)

Mayor’s remarks:
(1) This program is a temporary measure that guarantees four hours of work per day for laborers. However, this level of income can barely sustain laborers' living expenses, meaning that the program cannot serve as a long-term solution. The best solution is to assist beneficiaries of the program in returning to work and to provide counseling on how to secure full-time employment that allows them to put their skills to use while earning a reasonable wage. I ask the Labor Affairs Bureau to keep an eye on this issue.
(2) The number of COVID-19 cases has risen significantly beginning in April. This major change in the COVID-19 epidemic’s trajectory in Taiwan is evidenced by shifts in vaccine supply and demand. Many industries have been hit hard by this surge in cases, and people’s day-to-day lives have also been affected. The number of confirmed cases today (3rd) alone reached 23,000, which is a marked increase from several months earlier. We can expect our lives to be impacted in every way. I urge everyone to be prepared for upcoming hardships.
(3) Ahead of the national policy rollout, Tainan City has preemptively proposed a local version of the program for establishing a part-time job platform amid the COVID-19 crisis. When the Ministry of Labor passes Tainan's version of the program, citizens will receive immediate support. Our goal is to prevent laborers from having to go on leave without pay, a scenario that will affect the labor market and Taiwan's economic development.
