Minutes of Tainan City Government’s 555th Municipal Administrative Meeting 8/17/2022

Announcement
1.    The Public Health Bureau’s report on the establishment of community mental health centers across Tainan City (refer to written sources for details)
Decision: Approved for reference filing
Deputy Mayor Chao’s remarks:
(1)     Over the past two years, many residents have had to undergo home quarantine because of epidemic prevention measures. This has resulted in increased levels of psychological stress. The municipal government values mental health just as much as physical health. Therefore, we are in the process of establishing five community mental health centers. The community mental health centers in Yanshuei District and North District will be completed by the end of 2022, and three additional community mental health centers will be constructed in other parts of the city by 2025. I would like to thank concerned departments for providing the venues needed, and I look forward to these centers becoming operational.
(2)     Tainan currently has 40 mental health consultation locations across 37 administrative districts. I ask the Public Health Bureau to assist residents in locating relevant services, which will provide them with a place to channel their stress and worries when needed. This will also increase the overall health of society as a whole.
2.    The Police Department’s report on the Tainan City interdepartmental scam prevention platform (refer to written sources for details)

Deputy Mayor Chao’s remarks:
(1)     The municipal government established an interdepartmental scam prevention platform in January. I would like to thank concerned departments for their assistance in organizing interdepartmental efforts to crack down on scams. I urge the Police Department to place an emphasis on prevention. Fraudulent texts, social media posts, and advertisements must be eliminated at the source to prevent citizens from falling victim to scams. I ask the Labor Bureau to promote scam awareness during job fairs. The Social Affairs Bureau should also increase scam awareness at relevant venues. In addition, the Tourism Bureau should advise travel agencies to be on the lookout for scams. I ask the Department of Information and International Relations to disseminate information on scam prevention; please let the public be aware of the preemptive measures that Tainan has taken to prevent scams.
(2)     In terms of overseas employment scams, a recent case in Cambodia revealed that organized scam groups exist in Taiwan, luring unsuspecting citizens into traps. I urge the Police Department to include employment scams into the scope of their special operations. Please collaborate with the Central Government in investigating such cases and implementing prevention measures. We must strive to prevent similar overseas employment scams from occurring and keep our citizens safe. People should be able to find employment in a safe environment. I also ask the Police Department to review information related to the victims involved in the current case and to prevent the repercussions of this case from expanding.
