Minutes of Tainan City Government’s 559th Municipal Administrative Meeting 9/6/2022

Mayor’s Remarks:
1.    There are a series of municipal events lined up in the following weeks. Issues related to public order and traffic congestion are likely to arise during large events. To prevent complaints, concerned departments should make plans ahead of time to mitigate these issues. 
2.    I ask the Bureau of Education to arrange for me to review the progress of the reconstruction of building no. 3 in Xiaying District’s Dongsing Elementary School and the 2020 Guiren Elementary School demolition and reconstruction project. 
3.    I ask the Civil Affairs Bureau to prepare to outsource the construction work for community centers and streamline the outsourcing process. Please aim to have these projects completed as soon as possible while abiding by construction laws. The Public Works Bureau should assist in managing the schematics. Please advise architects to avoid using special materials or highly complex designs, both of which would increase the difficulty and cost of the projects. Please keep it simple so that more construction companies will be interested in bidding for these tenders.
4.    I urge departments that have not yet undergone a budget review for 2023 to communicate with city council members. Please enlist the help of city council members to ensure that all budget reviews are completed during the fixed council session.

1.    The Civil Affairs Bureau’s report on the construction progress for neighborhood community centers in Tainan City (refer to written sources for details)

Mayor’s Remarks:
Community centers serve as a governmental space that the public can utilize in their neighborhoods. The role of community centers was explained in the report. With rising commodity prices and a higher demand for labor, building community centers has become increasingly difficult. Over the past three years, the municipal government has demolished and reconstructed six community centers and built 25 new community centers. Including Chengda Village Community Center and Sintian Villiage Community Center, we have built 33 community centers in total, which translates to an addition of 9-10 community centers every year. Currently, there are 42 villages that do not have a community center. With a projected increase in social welfare demands, we can expect a rise in municipal expenditure. That being said, building community centers remains a focus of the municipal government, even when resources become increasingly scarce. Therefore, we should proactively seek additional funding from the Central Government. The Central Government has stringent restrictions on the number of community centers that it will fund. In response, we should include diverse functions in local community centers. For example, they can serve as family-friendly destinations or daycare centers. I ask the Civil Affairs Bureau to include these functions and designs into consideration to maximize the diversity of these venues.

Mayor’s Remarks:
Tainan International Music Festival is an event full of local characteristics. This is the second time that this event has been held. I hope that even more residents will participate and show their support to the performance groups while enjoying music. Tainan has long been hailed as the cultural capital of Taiwan. There are many forms of art, such as music, fine arts, and sculpture. In the past, there was less of an emphasis on music in Tainan. I hope that the Tainan International Music Festival will give residents an opportunity to appreciate music. Visitors from other municipalities can also witness Tainan’s musical prowess and the success of this event. I would like to thank the public for their support and the Cultural Affairs Bureau for its efforts.
