Minutes of Tainan City Government’s 561st Municipal Administrative Meeting 9/20/2022

Mayor’s remarks:
1.    The city council is currently conducting the budget review for 2023. I urge bureaus that haven’t undergone review yet to proactively communicate with council members. If council members express opposing opinions, please provide a courteous explanation. We are all looking forward to the budget review passing without hiccups.
2.    Tainan was struck by a massive earthquake on February 6, 2016. Eastern Taiwan also went through a series of earthquakes in 2018. The recent earthquake did not reach 5 on the seismic scale in Tainan. In other words, the criterion for conducting bridge inspections was not met. That being said, we must be prepared for even bigger earthquakes. The seismic resistance of bridges and other infrastructure should be tested. I ask the Public Works Bureau and Bureau of Urban Development to distribute old building review guides to the public while also assisting other units to conduct secondary reviews.
3.    September is national traffic safety month. To provide citizens with a better traffic environment, we should promote the traffic literacy of both pedestrians and vehicle operators. Different approaches should be taken to disseminate this information to children, elementary school children, college students, and adults. I hope that citizens can become better drivers/pedestrians and increase their awareness of traffic safety to prevent accidents from happening. Tainan has historically had a higher number of A1 and A2 traffic accidents. The municipal government uses fines as a means to penalize traffic violations. Yet, fines are simply a means to an end. Effort on the part of the government and the public is also required to improve traffic conditions in the city.
Announcements
1.    The Public Works Bureau’s report on Tainan City’s port-themed specialty playground project (refer to written sources for detail)
Decision: Approved for reference filing
Mayor’s remarks:
(1)     Specialty playground facilities are more costly to build and maintain. I ask the Public Works Bureau to conduct regular inspections. If needed, please erect usage notices to encourage the public to cherish these facilities. If any damages are found, the Public Works Bureau must section off the damaged facility immediately to prevent the public from getting injured.
(2)     I ask the Public Works Bureau and district offices to speed up the construction of the 11 specialty parks that are now underway. Surveys of public opinion and the construction design can be carried out concurrently. Also, the age limits for playgrounds can be relaxed to satisfy public anticipation. I ask the Public Works Bureau to handle these matters accordingly.
2.    The Police Department’s report on launching an electronic patrol sign-in system to promote the operational efficacy of patrol work (refer to written sources for detail)
Decision: Approved for reference filing
Mayor’s remarks:
(1)     Electronic patrol sign-in systems provide greater convenience while also ensuring confidentiality and benefiting analysis. I ask the Police Department to collect the opinions from the front line during the initial stages of using this new system. Please also continue to improve the various functions of the new system.
(2)     I ask the Research, Development and Evaluation Commission to assist the Police Department in accessing the municipal government’s diagrams and databases. This information will prove useful in helping the Police Department establish a user-centric, real-time analysis model of locations across the city, which is sure to benefit frontline police work.
