Minutes of Tainan City Government’s 568th Municipal Administrative Meeting 11/8/2022

Mayor’s Remarks:
The demolition and reconstruction of Wangchen Village Community Center in Anping District and Changan Village Community Center in Annan District involve the establishment of multifunctional classrooms. I ask the Social Affairs Bureau to incorporate long-term care, daycare, or childcare facilities into these two projects and convene with the Civil Affairs Bureau to determine how to secure funding from the central government.

Mayor’s Remarks:
(1)     I would like to thank the Environmental Protection Bureau for its report. The United Nation’s COP27 is now underway, and many discussions and new ideas about carbon reduction have been brought up. We should continue to promote sustainable practices. Tainan’s recycling rate has grown from 51% to 63%, marking a 12% increase. During the pandemic, many citizens started using single use packaging, such as disposable meal boxes or water bottles, which has increased the amount of municipal waste. That being said, the recycling rate in Tainan also increased, which indicates an excellent awareness of recycling practices. I would like to thank the Environmental Protection Bureau and other departments for their hard work and the cooperation of Tainan’s residents.
(2)     Recycling is the key to effectively reducing waste.

2.    The Cultural Affairs Bureau’s report on the project to develop Annei Film Base (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)     Renovating Annei Sugar Factory and revitalizing it as a film center is a major goal of the municipal government. The project should be carried out with the 2024 election in mind. I ask the Cultural Affairs Bureau and concerned departments to seek subsidies from the central government to ensure that more film crews can access the base. I ask the Public Works Bureau to assist in expanding the access roads to the base to accommodate trucks and large vehicles used to transport props. Please make these accommodations to increase the appeal of the base to film crews. 
(2)     Annei Film Base is a public infrastructure in Tainan City; therefore, its interactivity must be highlighted to ensure that even more citizens and visitors can get to know Tainan’s history and culture. I ask the Cultural Affairs Bureau and Bureau of Education to collaborate in promoting industry-academia collaboration and hands-on courses. The Annei Film Base can be included as a venue for off-campus courses.
(3)     Before we open Annei Film Base up to the public, we should arrange for public tours when filming is not taking place, as doing so will increase public anticipation of Annei Film Base.
(4)     Annei Film Base is located in Yanshuei. Other attractions in the area, such as the Bajiao Building, can also be used as film sets.
(5)     Film crews have filmed in the downtown area, Guanmiao District, Houbi District, Anping District, and greater Hsinying District before. I suggest compiling a digitalized list of locations that have been used as film sets and providing this list as reference for production companies in the future. I ask the Cultural Affairs Bureau and the Bureau of Tourism to discuss how to proceed. Deputy Mayor Chao will oversee the progress.
(6)     Vintage furniture salvaged by the Environmental Protection Bureau and the Cultural Affairs Bureau can perhaps be used as props for film crews.
(7)     Annei Film Base is a focal point for Tainan’s future cultural development. Connecting this venue with the local community is sure to benefit filming operations and tourism in the area. I ask the Cultural Affairs Bureau to oversee relevant arrangements.
