Minutes of Tainan City Government’s 580th Municipal Administrative Meeting 2/7/2023

Mayor’s Remarks:
1.    The Lantern Festival marks the last celebration of the Lunar New Year, which also indicates the conclusion of Lunar New Year events across Tainan City. Our excellent public service during the holidays has left visitors and residents with a positive impression of Tainan. Many thanks to the concerned departments for their excellent work.
2.    As the holidays come to an end, school is about to start. The Bureau of Education, please urge schools to ensure that epidemic prevention measures are implemented. The Environmental Protection Bureau and Public Health Bureau, please assist the Bureau of Education in this matter. Please also and review the safety of hardware facilities and ensure that schools with central kitchens maintain cleanliness. The Public Works Bureau, Bureau of Transportation, and Bureau of Education should collaborate to review pedestrian access around campuses and address construction defects as soon as possible.
3.    The City Council’s extraordinary general meeting to will begin on February 8. The concerned departments should explore issues that council members are concerned about. Please also garner council members’ support for municipal policies and cases that require advanced budgeting. In addition, please anticipate possible questions during plenary sessions and formulate appropriate responses. Concerned departments should also respond to the press promptly regarding the content covered by council members during plenary sessions.

Mayor’s Remarks:
The Legislative Yuan is Taiwan's highest legislative body. New legislation is passed during each session every year. The concerned departments to should maintain close communication with the central government since these legislations are closely tied to all departments and Tainan's citizens. In terms of the actual impacts of amendments to existing laws and what such amendments represent, we must align our interpretation of such amendments with that of the central government, in addition to understanding the justification behind these amendments. Please refrain from interpreting legislation without referencing the intent of the central government. I ask concerned departments to keep abreast with trends in amendments.
2.    The Bureau of Sports' report on the progress of organizing the 2023 National Games (refer to written sources for detail)
Decision: Approved for reference filing
Mayor’s Remarks:
The National Games is a state-wide, major sporting event that is being held in Tainan for the first time in many years. In contrast to the Citizen Sports Games, the National Games is a comprehensive event that includes sports from the Asian Games and the Olympics, attracting the most highly skilled athletes in the country. Hosting this event is our honor, but it also challenges our ability to organize such a large event. In addition to the Bureau of Sports, the Bureau of Education, Cultural Affairs Bureau, Police Department, Bureau of Transportation, and Bureau of Environmental Protection is also responsible for certain aspects of this event. The National Games is an important event for both the municipal government and the nation as a whole. Heads of departments from the central government are set to attend the opening ceremony. I anticipate that concerned departments will work together to ensure the success of this event. Failure is not an option. Let's make our citizens proud and further elevate Tainan's image.
