Minutes of Tainan City Government’s 586th Municipal Administrative Meeting 3/21/2023

Mayor’s Remarks:
1.    The City Council’s temporary meeting is in progress. When responding to questions proposed by council members, department representatives should ensure adequate communication with council members and address differences in opinions, which will help prevent misunderstandings.
2.    The Qingming Festival will soon take place. I ask the Civil Affairs Bureau and district offices to spread public awareness about fire prevention measures for cemeteries and rituals. Please have water trucks stationed at specific locations and provide recycled water for public use. Compared to the same time last year, there has been a rise in the number of tomb-sweeping-related fires and fires in vacant areas. I ask the Fire Department to leverage technological devices, such as drones, to ensure that citizens can enjoy a smooth and safe Qingming Festival. It is imperative that we help prevent fires from threatening the safety and property of the public.
3.    The National Indigenous Games is set to start in Taipei on the 24th. I ask the Indigenous Peoples Affairs Commission, Bureau of Sports, and Bureau of Education to work together in compiling and reporting the needs and requests of local athletes in a timely manner. Please help them solve any problems that they may encounter and let them focus on bringing pride to Tainan. Once the location of the next National Indigenous Games is confirmed, the secretary general should convene a meeting with the Indigenous Peoples Affairs Commission and concerned departments to arrange transportation and accommodation as soon as possible to ensure that everything is set for next year’s athletes.
4.    I ask the Agriculture Bureau to confirm whether the Agriculture and Food Agency will host a performance presentation for the Taiwan International Orchid Show. When determining the premium for Yujing Agricultural Products Processing and Cold Chain Logistics Center, which is outsourced by the municipal government, the interests of the municipal government, citizens, and local businesses should be prioritized.

1.    The Land Administration Bureau’s report on quality development projects for building a new and sustainable Tainan (refer to written sources for details)

Mayor’s Remarks:
(1)     The expropriation of Zone AO for Tainan Science Park will take approximately another five to six years to complete. The expropriation of this zone is critical to Tainan’s development and regional balance. In the future, Tainan Science Park and Shalun will serve as major engines of growth for Tainan City. Demand for both industrial land and land for the purpose of convenience around Tainan Science Park is high. Therefore, zone expropriation should be carried out as efficiently and as soon as possible. Expropriation for different zones can be carried out simultaneously. Land in zones where expropriation is completed first can be supplied to industries and businesses, which will boost the overall development of Tainan Science Park, its surrounding areas, and Tainan City. I anticipate that the Land Administration Bureau will continue to handle property development in the future efficiently and share the benefits with the public.
(2)     I ask our colleagues at the Land Administration Bureau to listen to public opinion and consider carrying out projects that satisfy public interest, such as the establishment of roads, parks, and other public facilities. Please ensure to leverage the Land Administration Bureau’s website in communicating with the public. The expropriation for Zone AO of Tainan Science Park should be completed as soon as possible, with the premise that development will be carried out while ensuring equality, cost-effectiveness, and public benefit. 
2.    The Research, Development and Evaluation Commissions’ report on upgrading policies for Tainan’s youth (refer to written sources for details)

Mayor’s Remarks:
(1)     Young people are the future hope of our nation. All municipalities are actively promoting various youth policies. Tainan’s youth benefits and its support for the younger generation must be tangible and realistic. Some examples of our efforts to support young people include municipal-backed subleasing, rental subsidies, and social housing.
(2)     With the municipal government’s efforts in increasing government income and reducing expenditure, we were able to raise maternity subsidies from 6,000 to 20,000, increase bedrest subsidies and first-time homeowner interest rate subsidies, and increase the limit of youth entrepreneur loans to 2 million. The municipal government will provide the assistance needed to encourage youth social participation, including participation in public affairs, entrepreneurship, and entering the workplace. Our goal is to help young people realize their dreams.
