Minutes of Tainan City Government’s 604th Municipal Administrative Meeting 7/24/2023

Mayor’s Remarks:
1.    Typhoon Doksuri's trajectory has consistently shifted southward. It is crucial for all departments to be well-prepared, both before the typhoon's arrival for disaster preparations and after its departure for disaster relief, reconstruction, and the resumption of dengue fever prevention work. In doing so, it is essential to avoid a self-centered approach. For areas of roads or locations that may impact flood control and drainage, prompt action is required, such as unclogging drainage holes for minor issues, while major flood prevention projects must be reported as soon as possible to prevent public grievances. Concerned departments should ensure the proper implementation of flood control measures, personnel evacuation plans, and traffic maintenance.
2.    The ongoing Dengue fever epidemic is still a matter of concern. I urge the Public Health Bureau to maintain the setup of inspection stations in high-risk areas to identify potential cases. With summer vacation underway, it is essential for the Bureau of Education, Economic Development Bureau, and Market Administration Office to intensify their efforts in eliminating mosquito breeding sources and conducting inspections around schools and markets.
3.    In reference to the E5 Parking Tower construction project at the East District Cultural Center, the Transportation Bureau should ensure that construction work is completed on schedule and to a high standard of quality.

Mayor’s Remarks:
(1)    The Bureau of Education has made commendable efforts in energy conservation and carbon reduction within schools, yielding remarkable results. Furthermore, with the passage of the Renewable Energy Development Act by the central government, Tainan has become the first city to implement renewable energy on the rooftops of public buildings. Currently, solar panels have been successfully installed on the rooftops of over 90% of classrooms and administrative buildings in Tainan.
(2)    Regarding covered sports fields, Tainan is projected to finish 95 of these fields and 53 solar-powered parking sheds. Presently, 72 solar-powered fields and 36 parking sheds have already been completed. Notably, Tainan does not need to vie for funding from the central government for these installations, and schools can also receive additional funding annually. This noteworthy achievement underscores the correctness of the municipal government's policy direction and the effectiveness of its implementation.
(3)    The nationwide policy of equipping every classroom with air conditioning has been effectively implemented in Tainan, with all tenders having been completed on time, allowing students to enjoy air-conditioned classrooms ahead of schedule. Recognizing the power consumption involved in air conditioning, Tainan has been proactively advocating green energy solutions, which have led to remarkable achievements in both energy conservation and energy generation within the city. I extend my gratitude to the Bureau of Education for their dedicated efforts and to all schools for their valuable cooperation and support in making this initiative successful.

Mayor’s Remarks:
(1)    Tainan has been at the forefront of promoting smart city governance, integrating innovative applications like magnetic sensors for smart parking and micro-sensors for intelligent air quality monitoring. These technological advancements allow colleagues from the Environmental Protection Bureau to promptly detect anomalies and address potential issues. However, quantifying and pinpointing pollution sources still demand substantial human effort. To optimize efficiency, we aim to incorporate artificial intelligence and utilize drones, which will not only save manpower and time but also enable us to swiftly identify pollution sources and resolve related challenges in the most efficient manner possible.
(2)    I commend the Environmental Protection Bureau for successfully deploying 1,400 air quality sensors. I encourage the bureau to harness the potential of smart technology and integrate public reporting to proactively monitor and gather evidence concerning odors around livestock farms and industrial zones. This proactive approach will not only alleviate public grievances and complaints but also play a pivotal role in preserving and improving the city's air quality.
