Minutes of Tainan City Government’s 605th Municipal Administrative Meeting 8/1/2023

Mayor’s Remarks:
1.    The prompt completion of post-typhoon clean-up is crucial to showcase the municipal government's efficiency in restoring our city after weather disasters. A swift and high-quality restoration process not only benefits epidemic prevention but also enhances our urban landscapes and public perception. Particularly, with dengue fever prevention in mind, we must address the aftermath of the recent typhoon. In the past few days, Tainan has experienced torrential rain during early afternoons due to the typhoon's convection. Hence, it is of utmost importance for everyone to inspect their surroundings and take necessary measures, such as emptying, brushing, and cleaning containers or areas that accumulate water, especially at construction sites and rooftops. I request the Public Health Bureau and Environmental Protection Bureau to conduct thorough inspections and impose fines where necessary. As we approach late August, when schools are set to reopen, the Bureau of Education should prioritize completing cleaning tasks on campuses before the start of the new semester. Moreover, once summer programs conclude, we should intensify efforts to ensure campus security and maintain cleanliness.
2.    The municipal government's outstanding performance, surpassing all other municipalities, and securing ten medals at this year's Sustainability Action Awards is a testament to the hard work put in by all departments involved. I extend my gratitude to each team member for their dedication and efforts. Building on this remarkable foundation, the municipal government remains committed to assisting residents in tackling the challenges posed by extreme weather. Our vision is to advance Tainan's development as a sustainable city and pursue a net-zero emissions goal with even greater determination. To achieve net zero emissions, we recognize the significance of developing public bicycles, parking lots, and other essential infrastructure. These elements serve as vital platforms and tools in our journey towards sustainability. I urge the Environmental Protection Bureau to continue assessing the municipal government's carbon reduction measures and quotas, and further, to seek carbon credit certification. In addition, I call upon all departments to engage in active counseling and guidance for both the public and private sectors in their efforts to reduce greenhouse gas emissions.
3.    The Cultural Affairs Bureau should ensure that the renovation for Chikan Cultural Park is completed on schedule and to a high standard of quality.
Announcements
1.    The Bureau of Transportation’s report on the operation of public bikes in Tainan City (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Promoting energy conservation, carbon reduction, and encouraging the increased use of public transportation and public rental vehicles have become increasingly prominent trends. Nationwide, public bike-sharing systems have been established in various cities and counties, and Tainan is no exception. Previously, Tainan had 77 TBike stations, but since the introduction of YouBike 2.0 in February this year, this number has increased to 223. The rapid establishment and growing number of users have led to remarkable progress, resulting in significant and tangible benefits felt by the citizens.
(2)   The convenient services of YouBike 2.0 have helped seamlessly integrate bicycle usage in our city, earning high praise from Tainan’s residents. Even our elected representatives have been actively pushing for its expansion in their respective service areas. However, it is crucial to adhere to traffic regulations regarding the scope and speed of bicycle use to prevent any potential traffic issues. While we continue to focus on expanding its coverage, we must also prioritize cycling safety. Our aim is to promote energy conservation, carbon reduction, and convenient transportation, all while ensuring the utmost convenience for our citizens. With various conditions steadily improving, we envision taking the use of public bicycles to new heights.
2.    The Bureau of Urban Development’s report on the urban landscape and revitalization project (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Tainan has achieved an impressively high implementation rate for urban landscape and revitalization project, thanks to the dedicated efforts of district offices, communities, and municipal departments. I advise the Bureau of Urban Development to continue advocating for central budget allocation and to collaborate with local district offices and relevant departments in order to sustain the progress in improving the urban landscape. This should encompass considerations for environmental aesthetics, the creation of welcoming spaces, and addressing the needs of community development and local revitalization. Additionally, I strongly urge the Research, Development, and Evaluation Commission to include the effectiveness of district offices and departments in promoting urban landscape improvement as part of their performance evaluation.
(2)    During the promotion process, it is essential to integrate the planning of bicycle lanes and parking spaces. Increasing the number of parking spaces will enhance the convenience of driving, while the establishment of bicycle lanes will encourage more citizens to use bicycles. By considering both the bicycle lane network and parking space planning for automobiles and motorcycles, we can achieve improvements in both the urban landscape and the local transportation environment.
