Minutes of Tainan City Government’s 606th Municipal Administrative Meeting 8/7/2023

Mayor’s Remarks:
1.    The U-12 Baseball World Cup concluded yesterday, offering spectators and fans a series of high-caliber baseball games. While it is regrettable that our own team did not secure first place this year, their performance demonstrated clear improvement compared to previous years. Despite the challenges posed by typhoons and torrential rain throughout the event, the umpires, technical commissioners, secretary-general, and president of the World Baseball Softball Confederation all expressed satisfaction with the venues and facilities in Tainan. That being said, it is important for us to identify potential areas for enhancement. Therefore, the Bureau of Sports should thoroughly assess any shortcomings and challenges that arose during the event, with the aim of making continuous improvements to the venues. I am confident that, together, we can strive to elevate the quality of Tainan's baseball venues and facilities. By doing so, we will enhance the performance and ranking of our athletes in preparation for the next U-12 Baseball World Cup, scheduled to take place two years from now.
2.    The city council's extraordinary session is scheduled to commence tomorrow (8th). Relevant departments are requested to furnish suitable explanations and enhancement strategies in relation to the queries and suggestions presented by both the Tainan City Audit Office and council members. This will serve to offer council members and citizens a clearer understanding of our policing objectives and direction.

1.    The Agriculture Bureau’s report on the outcome of modernizing and upgrading Tainan’s animal husbandry facilities (refer to written sources for details)

Deputy Mayor Chao’s Remarks:
(1)    Tainan accommodates nearly 2,000 animal husbandry and poultry farms, underscoring the significance of their modernization. I extend my gratitude to the Agriculture Bureau for their efforts in facilitating subsidies from the Ministry of Agriculture for these farms. The central government's Ten Billion in Funds Initiative spans a four-year period, with the current year marking the final opportunity for farms to seek funding. At present, a total of 328 animal husbandry farms in Tainan have applied for NTD $555.39 million in funds dedicated to equipment renewal. Once again, I commend the Agriculture Bureau for their excellent work, undoubtedly contributing to improved air quality in regions with animal husbandry farms. I urge the Agriculture Bureau to persist in its endeavors to advance the enhancement of animal husbandry farms.
(2)    While allocating subsidies for upgrades in swine and poultry industry facilities, I kindly request the Agriculture Bureau to simultaneously provide guidance and support for the recycling of waste materials and facilitating their transformation into agricultural fertilizers through suitable processing methods. I urge the Agriculture Bureau to accelerate the establishment of livestock manure resource centers, which will assist dairy farming areas in reducing source pollution and effectively converting waste into usable resources.

Mayor’s Remarks:
(1)    Considering the limited resources within the municipal government, funding for our housing policies must be allocated with discretion, while considering how to address the most urgent housing challenges. Central to Tainan’s housing policy are two fundamental principles: offering rental subsidies to our younger population and alleviating interest burdens for prospective homebuyers. These measures aim to strike a harmonious equilibrium between the supply and demand for rental housing, achieved through mechanisms like tax incentives and other policy tools. This approach guarantees that individuals in need can access rental opportunities on an equitable and just platform. This pivotal policy seamlessly aligns with the major policies championed by the central government.
(2)    I urge the Bureau of Urban Development to employ a range of promotional tools to boost public awareness and understanding of policies are designed to ease the financial burden on renters and decrease interest obligations for homebuyers. Renting and property management services not only expand rights and minimize constraints but also benefit both supply and demand. I encourage the Bureau of Urban Development to incentivize the utilization of vacant properties by promoting their release.
