Minutes of Tainan City Government’s 610th Municipal Administrative Meeting 9/6/2023

Mayor’s Remarks:
1.    The typhoon has passed, and disaster preparedness measures should now be redirected to focus on epidemic prevention. This week is a pivotal period when the epidemic will either show a spike or decline. Starting on August 30, schools will gradually reopen, and it is our unwavering responsibility to ensure the safe and secure return of students to school. Please continue to focus on eradicating breeding grounds for mosquito vectors and conducting inspections. I also implore the public to cooperate with the municipal government as we collectively strive to prevent the further spread of the epidemic.
2.    I ask the Bureau of Sports to ensure that renovation work for Tainan Municipal Basketball Court is completed on schedule and to a high standard of quality.
Announcements
1.    The Police Department’s report on the initiative to create the safest and most livable city in Taiwan—reorganizing Tainan's community policing efforts (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    The police force has limited manpower, often struggling to satisfy public demands. Therefore, utilizing limited resources to create the safest possible city and harnessing technology, scientific expertise, and equipment to assist in maintaining law and order and combatting crime are all commendable endeavors.
(2)    Additionally, we can encourage greater public engagement, especially in combating fraud. Frontline personnel at post offices, banks, farmers’ associations, fishers’ associations, and convenience stores often have heightened vigilance and can play a crucial role in preventing citizens from sending deposits to fraudsters or aiding in the acquisition of ill-gotten gains. Therefore, through the collaboration of law enforcement, advanced technology, relevant knowledge, and active public participation, we can maintain law and order and enhance the overall safety in Tainan. I urge everyone to join in these efforts.
(3)    I urge the Police Department to collaborate with other departments, including the Civil Affairs Bureau, Bureau of Social Affairs, Public Health Bureau, and Bureau of Transportation to help enhance the quality of life for our citizens.
2.    The Bureau of Economic Development’s report on the 2023 Tainan Shopping Festival (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    The Tainan Shopping Festival is a significant annual event in our city, and over the years, it has witnessed substantial growth in consumer spending. I encourage the Bureau of Economic Development to address and improve upon past shortcomings and inconveniences, optimizing the festival to make it more appealing to the public. We anticipate achieving even better results this year.
(2)    The Tainan Shopping Festival offers raffles and discounts to enhance public participation, but the primary attraction remains Tainan's outstanding goods and cuisine. Therefore, our goal is to maintain the safety and delectability of these products and dishes.
(3)    This year, we have introduced a special exception allowing businesses that do not issue invoices to participate in the Tainan Shopping Festival. This is intended to boost public involvement and reduce the barriers for businesses to join. We appreciate the Bureau of Economic Development's efforts and extend a warm welcome to people from across the country to join us in Tainan for this event.
