Minutes of Tainan City Government’s 613rd Municipal Administrative Meeting 9/26/2023

Mayor’s Remarks:
1.    This Friday marks the start of the Mid-Autumn Festival long holiday. I urge concerned departments to coordinate the following matters:
(1)    During long holidays, Tainan frequently encounters issues such as traffic congestion, environmental disarray, and excessive crowds, exacerbated this year by the Dengue fever outbreak. It's essential for concerned departments to remain vigilant. I must emphasize that epidemic prevention work must continue even during holidays. In other words, all relevant epidemic prevention work must be carried out as usual.
(2)    I urge the Department of Legal Affairs and the ombudsman to conduct rigorous inspections of consumer goods to maintain the stability and safety of market transactions.
2.    The recent factory explosion in Pingtung has drawn nationwide attention. In this regard, I'd like to remind the Fire Department and the Labor Affairs Bureau of the utmost importance of fire inspections and workplace safety. Special attention should be given to inspections of factories registered as high-risk venues and hazardous material storage warehouses within general factories.
3.    I urge the Water Resources Bureau to follow up with the National Land Management Agency regarding the review progress of the Zhengbei Road FE Main Line and Zhonghua Road CF Main Line (phase III) new construction project in Yongkang District.

(1)    I wish to express my gratitude to the Land Administration Bureau for its efforts in curbing land speculation and flipping, which have effectively deterred such activities. Please continue to raise awareness and remind both businesses and the public to comply with new regulations.
(2)    The Land Administration Bureau should intensify its review of presale housing and newly constructed housing contracts. When necessary, joint inspections involving the Public Works Bureau and the ombudsman should be conducted at presale housing sites to rigorously safeguard the rights and interests of the public.
2.    The Bureau of Tourism’s report on the 2023 Guanziling Hot Springs Festival (refer to written sources for details)

(1)    The Guanziling Hot Springs Festival holds a prestigious reputation nationwide. Guanziling's mud hot springs, unique compared to those in other regions of Taiwan, have long been favored by the people of our nation. This year's Guanziling Hot Springs Festival has ingeniously cultivated a nocturnal atmosphere with lighting design while connecting with nearby tourist attractions, thus diversifying the event. This expansion provides visitors with a more comprehensive selection of experiences.
(2)    In proximity to Guanziling lies the Fire and Water Spring, a distinctive geological marvel and the recent site for igniting the torch for the 2023 National Games. This area also houses an ancient temple, endowing it with sacred religious significance. Furthermore, the location boasts culinary delights associated with hot springs and tourism. Coupled with the current cooler weather, it presents an opportune time for hot spring indulgence. This year’s event is themed around Hogwarts School of Witchcraft and Wizardry from the Harry Potter series, incorporating educational elements. These endeavors are pivotal in elevating the festival into a globally recognized tourism extravaganza, enticing international visitors.
(3)    I kindly request that the Bureau of Tourism closely monitor traffic conditions during the festival. I also urge the Transportation Bureau to provide guidance on parking and devise public transportation strategies. This event should serve as an excellent opportunity to educate the public about the recent developments in the area's infrastructure and tourism sector.
