Minutes of Tainan City Government’s 614th Municipal Administrative Meeting 10/3/2023

Mayor’s Remarks:
1.    Mid-Autumn Festival has come and gone, but our vigilance in Dengue fever prevention must persist. I extend my gratitude to the Ministry of Environment and the Ministry of Health and Welfare for their assistance and collaboration. Until we see a reduction in confirmed cases, we must continue to bolster our epidemic prevention efforts. With a typhoon on the horizon, we must swiftly shift from disaster preparedness to post-typhoon epidemic prevention and undertake disinfecting operations. I urge all departments to diligently implement the resolutions passed during the recent meeting held by the Level 1 Dengue Fever Prevention Command Center. My appreciation goes out to the military and all departments for their unwavering efforts and support. I trust that through the collective endeavors of the government and the public, both at the central and local levels, we can effectively control the epidemic and reduce the number of confirmed cases.
2.    I ask concerned departments to make thorough preparations for the National Day celebration on October 8. Our aim is to let all attendees, including central government officials, expats, citizens, and esteemed guests from various counties and cities, bask in the festivities of our nation's birthday.
3.    As the impending typhoon approaches, I implore concerned departments to make necessary adjustments to our flood detention basins. This will allow us to store rainwater and minimize the risk of street and residential flooding.

Mayor’s Remarks:
(1)    In alignment with the global trend of promoting environmental, social, and governance (ESG) goals, the Water Resources Bureau and concerned departments have been actively advancing Tainan’s water reclamation supply system. Furthermore, they have been working towards realizing the additional benefits generated by water reclamation plants, which contribute to boosting municipal revenue. I sincerely commend the dedication of the Water Resources Bureau and concerned departments.
(2)    During the recent drought, Tainan’s three major reservoirs held less than 70 million tons of water, putting us in a situation of acute water scarcity. Presently, our reservoirs are nearly at full capacity, and water restrictions have been lifted. Nevertheless, it is imperative that we establish water conservation measures during the rainy season and foster a culture of water conservation. Additionally, maximizing the utilization of reclaimed water will have a compounding effect on sustainability and urban development.
(3)    Anticipating increased water demand in the future due to industrial growth, the indispensable role of water in agriculture, and concerns about reservoir sedimentation, we must instill water-saving habits as a citywide practice.
(4)    I request that the Water Resources Bureau continues to drive forward the progress of the Rende Water Reclamation Plant and the associated sewage connection projects to ensure water quality and quantity. Furthermore, we should explore the possibility of extending the operational life of the three major water reclamation plants beyond the initial 15-year term to ensure continued benefits.
2.    The Bureau of Sports’ report on the preparation work for the 2023 National Games (refer to written sources for details)

Mayor’s Remarks:
(1)    It has been 16 years since Tainan last hosted a national-level sports event, and the optimization and renovation of venues and facilities have been a substantial undertaking. I extend my heartfelt appreciation to the Bureau of Sports and its dedicated staff for their remarkable efforts in preparing for the National Games within a tight timeline. I also express gratitude for the invaluable support provided by the Education Bureau, Environmental Protection Bureau, Police Department, Fire Department, and other concerned departments. I urge all concerned departments to meticulously plan and ensure the smooth execution of the national sports event, commencing on October 21.
(2)    We aspire to witness continuous improvement in our medal rankings with each edition of sports competitions. This collective endeavor transcends individual achievements and is a citywide initiative. I encourage the Bureau of Sports, Education Bureau, and other pertinent departments, as well as our citizens, to wholeheartedly support our athletes. We hope that these accomplishments will not only bring pride to the athletes and their families but also shine a beacon of glory upon Tainan City and the entire nation of Taiwan.
(3)    The 2023 National Games will encompass 35 competitions taking place in 41 venues within our city. The optimization project for the equestrian field and athletics track, which are still under construction, should be expedited by the Bureau of Sports. Timely updates of competition information and live streaming links on the National Games official website are essential, allowing our citizens to fully engage in this grand event.
