Minutes of Tainan City Government’s 615th Municipal Administrative Meeting 10/11/2023

Mayor’s Remarks:
1.    The municipal meeting held today (11th) is the first after the long holiday. I would like to thank departments including the Environmental Protection Bureau, Public Health Bureau, and Police Department for their efforts in upholding Tainan’s cleanliness, epidemic prevention measures, and public safety during the holiday.
2.    This year's National Day celebration was a resounding success. The event's program and order proceeded smoothly, earning high praise and satisfaction from President Tsai, the National Day Preparatory Committee, and central government officials. We extend our gratitude to the 1st Tactical Fighter Wing of the Air Force, the Civil Affairs Bureau, and all departments for their invaluable assistance. The rapid restoration of the venue's cleanliness and the seamless post-event traffic dispersal and road maintenance were commendable. I sincerely thank everyone for their dedicated efforts, ensuring the successful completion of this significant national celebration.
3.    I would like to thank our colleagues for their hard work during the long holiday. While there is a decline in confirmed cases, it is crucial to maintain vigilance in post-holiday epidemic prevention efforts. With the National Games approaching in late October, we will be welcoming numerous athletes to our city. Therefore, we need to continue our Dengue fever prevention and control efforts. We should focus on tasks such as thorough indoor cleaning and prevention. These collective efforts aim to expedite the containment of the epidemic, enabling our citizens to return to normal life.
4.    The construction project for adding additional altarts in Anding District Memorial Hall is actively open for tender now. I ask the Civil Affairs Bureau to invite interested companies to submit their bids.
5.    The Cultural Affairs Bureau has granted authorization for the use of Tainan 400 related designs and illustrations by various departments. Each department is encouraged to produce related promotional materials, enhancing opportunities for event promotion.
6.    The National Games, scheduled for October 21, is a significant event for our city. I urge the Environmental Protection Bureau, Police Department, Bureau of Transportation, and other concerned departments to proactively engage in advanced planning.

Mayor’s Remarks:
(1)    While carbon neutrality falls under the jurisdiction of the Environmental Protection Bureau, it is a collective effort that requires the cooperation of all municipal departments and the entire community. President Tsai emphasized in her National Day speech on October 10 that the pace of promoting carbon neutrality must accelerate, and there is no turning back. The United Nations Climate Conference has also stressed the importance and sustainability of carbon neutrality. Many countries have begun implementing measures related to carbon allowances, carbon trading, and carbon neutrality. Tainan cannot afford to lag behind. In 2011, our city achieved significant results in energy conservation, and now we must build on these achievements. I call on all departments to continue their efforts.
(2)    The proposed ordinance outlines six core objectives, with a focus on proactive administrative actions and discretion. These measures, such as promoting public transportation, shared mobility, and the expansion of parking facilities, all contribute to reducing carbon emissions and advancing our carbon neutrality goals. We must continue our collaborative efforts in all aspects to establish a clean and sustainable city. I look forward to the collective commitment of our entire community.
