Minutes of Tainan City Government’s 616th Municipal Administrative Meeting 10/17/2023

Mayor’s Remarks:
1.    The agricultural damage caused by Typhoon Koinu is being actively managed by the Agriculture Bureau. I urge relevant departments to expedite repairs to damaged infrastructure.
2.    The National Games is rapidly approaching. I encourage all departments to ensure the readiness of relevant hardware, software, and services. The National Games is not solely the responsibility of the Bureau of Sports; it's a city-wide event. We can expect a significant influx of athletes, coaches, supporting staff, administrator, and spectators from different regions during the competition. This presents an excellent opportunity for us to promote Tainan City. I request all departments to assist in promoting the National Games and prepare for next year's major events. Throughout the event, departments should maintain Tainan’s overall image, cleanliness, and adhere to epidemic prevention measures. Let's avoid any lapses that could tarnish our city's image.
3.    I would like to remind the Agriculture Bureau to implement proper budget management for the construction of Syuejia Multifunctional Education Park.
4.    This year, there has been a notable flu outbreak. I strongly urge the public to get vaccinated as soon as possible, wear masks in public places, and prioritize their health.

1.    The Fire Department’s report on the 2023 typhoon response measures and Taiwan’s large-scale typhoon and earthquake disaster preparedness and collaboration plan (refer to written sources for details)

Deputy Mayor Chao’s Remarks:
(1)    This year, Tainan has been impacted by four typhoons, and the overall effects on Taiwan have been quite severe. Specifically, Typhoon Doksuri caused significant damage, including the extensive toppling of trees. To minimize the impact of typhoons on the lives and properties of our citizens, the city government proactively convened preparatory meetings and activated a Level 1 response. This strategic move enabled different departments to undertake comprehensive preparations.
(2)    I would like to extend my sincere appreciation to the Fire Department and all concerned departments for their assistance. Tainan's Disaster Prevention and Relief Plan has consistently received the highest rating by the central government for 12 consecutive years (from 2009 to 2022). This is a result of the collaborative efforts of all involved. Taiwan’s large-scale typhoon and earthquake disaster preparedness and collaboration plan, covering the years 2023 to 2027, has also received funding from the central government. These comprehensive plans include participation from private enterprises and businesses, guidance for disaster prevention specialist certification, and the establishment of resilient communities. These efforts differ from past response preparations for single typhoons and demand a more complex and regional readiness, along with collaboration between the public and private sectors. I extend my heartfelt gratitude to the Fire Department for their dedication.
2.    The Bureau of Tourism’s report on the 2023 Tainan International Music Festival (refer to written sources for details)

Deputy Mayor Chao’s Remarks:
(1)    The Tainan International Music Festival has now entered its seventh year and is well-known nationwide, particularly among enthusiasts of independent music. Together, the Tainan International Music Festival and LUCfest offer a unique musical experience and includes eight venues, including the Eternal Golden Castle. I kindly request the Bureau of Transportation to assist in adjusting transportation connections between these venues for a seamless experience.
(2)    During the event, there will be a series of discounts and promotions offered by surrounding businesses. I encourage the Bureau of Tourism to explore more accessible ways for people to learn about and take advantage of these offerings.
(3)    I would like to express my gratitude to the Environmental Protection Bureau, Public Works Bureau, Bureau of Transportation, and Police Department for their valuable assistance. We look forward to the music festival serving as a catalyst for additional arts and cultural activities, making them accessible to the entire community.
