Mayor’s Remarks:
1. It is the municipal government's responsibility to attract businesses and promote economic development. Today (24th), the municipal government held a press conference to reaffirm its commitment to attracting advanced semiconductor processing plants to Tainan. Various departments have spared no effort in planning the development of industrial parks, water recycling, and green energy initiatives. These efforts make Tainan an ideal destination for advanced semiconductor processing plants and high-tech businesses to invest in.
2. Today (24th), we are in the Shuangjiang solar term. With growing temperature differences between day and night, we might experience a warmer winter. Therefore, concerned departments should implement measures in advance for epidemic prevention and water conservation. Tainan is blessed with Zengwen Reservoir, Nanhua Reservoir, and Wushantou Reservoir. Currently, Zengwen Reservoir and Nanhua Reservoir are nearing full capacity, a rare occurrence over the past few years. Since substantial rainfall is unfavorable for Dengue fever prevention, we must put in extra effort to prevent its spread. We should encourage the public to use recycled water as we continue promoting water recycling-related construction projects. I urge the Bureau of Economic Development to intensify its promotion of recycled water for general industrial purposes. Despite the expansion of drought-resistant and dry-land food crops in Tainan, the majority of irrigation water is still used for rice paddies. I implore the Agriculture Bureau to maintain close communication with the Irrigation Agency, Ministry of Agriculture, to identify more efficient irrigation methods.
3. The Bureau of Transportation should accelerate the construction of the new parking lot in the West Central District by issuing reminders to the contractors.
4. The heads of departments planning to relocate to Shoufu University must gain an in-depth understanding of the budget allocated for the move. I request Deputy Mayor Yeh to enhance the supervision of the move and explore the availability of additional space for the municipal government beyond the initially planned venues, such as the backup center or ball court. I anticipate that concerned departments will commence the move or construction as scheduled on January 1 of 2024, which will undoubtedly reassure the local residents and bring tangible benefits to the municipal government.

(1) In recent years, there has been an increasing awareness of green practices. Funerary culture is evolving as well. In the past, the preference in Taiwan was for burials. However, with land becoming scarcer and evolving values, now 80% to 90% of people prefer cremation. Green burials and sea burials are becoming more popular, benefiting the environment and fostering acceptance of greener burial methods across generations.
(2) The increasing popularity of green burials and sea burials indicates a growing awareness of green practices. This convergence of environmental awareness and funerary culture is a noteworthy trend. I urge the Civil Affairs Bureau to continue promoting supporting policies.

(1) Noisy vehicles are a public nuisance due to their mobile nature, which makes them hard to anticipate. In addition to vehicles, businesses’ noise emissions should also be managed and reduced. Preventing noise pollution requires a coordinated effort from all departments. The number of vehicle-related noise complaints from January to September this year (2023) has decreased by 10% compared to 2022. I urge the Environmental Protection Bureau to continue its efforts in addressing this issue.
(2) I request the Environmental Protection Bureau to explore the possibility of also examining the exhaust emissions of vehicles that have been required to undergo a noise test. This would benefit both air quality and noise prevention.
