Minutes of Tainan City Government’s 618th Municipal Administrative Meeting 10/31/2023

Mayor’s Remarks:
1.    While the weather is cooling down, it is crucial to maintain our efforts in Dengue fever prevention. The recent fluctuation in the number of confirmed cases over the past few days emphasizes the need for us to stay vigilant in our epidemic prevention measures. This year, the municipal government has introduced new measures that are anticipated to significantly curb the spread of Dengue fever.
2.    This year, the reporting of parking violations has been reinstated. Tainan faces challenges with parking violations due to its many narrow alleys and a high volume of vehicles. I kindly request the Bureau of Transportation to raise public awareness and implement measures to reduce the occurrence of parking violations. Furthermore, please consider the establishment of temporary parking areas to resolve parking disputes and minimize inconveniences for residents. Additionally, the Bureau of Transportation should focus on improving road markings and traffic signs, benefiting both pedestrians and bus commuters. With several year-end events planned, which will increase both pedestrian and vehicular traffic, it is essential to prevent traffic congestion. I urge the Police Department to intensify its efforts in addressing traffic violations.
3.    I urge the Bureau of Social Affairs to expedite the completion of the new construction project for the Dahe Community Center in Tainan's North District.
4.    Relevant departments should engage in further discussions on how to develop the Oiran Carriage Park in front of Tainan HSR Station into an attractive destination.

(1)    The timeframe between the planning and the opening of the Taiwan Lantern Festival is relatively short. This year's event will feature two major sites, necessitating the optimization of numerous venues and the planning of various activities. While the Bureau of Tourism holds the primary responsibility for this year's event, it's crucial for other departments to offer their full cooperation, especially in areas like traffic, transportation, and urban marketing. Let's work together to ensure the success of this year's event. 
(2)    Concerned departments should submit project reports pertaining to the traffic, transportation, and urban marketing aspects of the Taiwan Lantern Festival.
2.    The Public Works Bureau’s report on preparatory work for the venues and power supply for the 2024 Taiwan Lantern Festival (refer to written sources details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    A significant portion of the funds allocated for the Taiwan Lantern Festival is dedicated to the venues and power supply. The optimization of these facilities holds great importance for Tainan City. It's essential that we avoid dismantling these structures after the festival concludes. Instead, we should integrate the enhanced venues and power supply into Tainan's infrastructure. Following the festival's conclusion, we can repurpose the lanterns as a permanent part of the city's landscape or as attractions, thereby preventing the wastage of valuable resources. Hence, I kindly request the Public Works Bureau and relevant departments to consider this aspect while planning for the event.
(2)    I would like to express my appreciation to the Public Works Bureau for their remarkable efficiency in finishing the road improvement and pedestrian walkway enhancement projects by the year's end. By enhancing Tainan's infrastructure while optimizing festival venues, we ensure that taxpayers' funds are put to good use. Once again, I extend my gratitude to the Public Works Bureau for their commitment to enhancing our environment. I am confident that both residents and visitors will recognize and appreciate the efforts made by the municipal government to improve public infrastructure.
(3)    I request the Public Works Bureau to conduct a thorough review of the roads surrounding the HSR station to ensure that all streetlights are functioning properly.
