Minutes of Tainan City Government’s 619th Municipal Administrative Meeting 11/7/2023

Mayor’s Remarks:
1.    To effectively address the challenges posed by extreme climate conditions, we must proactively promote the reduction of net carbon emissions. This is not just the responsibility of the Environmental Protection Bureau; it's a shared responsibility across the entire municipal government. I strongly urge all departments to integrate eco-friendly practices into their daily operations. Additionally, the municipal government is planning to organize training courses to educate municipal employees about carbon reduction concepts.
2.    The National Volleyball Championship and other casual sports competitions are scheduled for this weekend. I kindly request the Bureau of Sports to ensure that the venues are adequately prepared, and that response measures are in place. Let's put forth our best efforts to encourage public participation in sports.
3.    The Public Works Bureau should promptly finalize the tender decision and closely monitor the progress of construction for the Anping Fishing Port Cross-port Bridge.
Announcements
1.    The Public Works Bureau’s report on specialty playgrounds in parks (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    Specialty playgrounds have played a pivotal role during my tenure. As of now, we have successfully established 19 of these unique playgrounds, with plans for an additional 45 in progress, alongside broader park enhancements. Notably, public preferences have evolved from a simple desire for green spaces to a strong demand for comprehensive park amenities within these areas, including specialized playground equipment. Multiple departments, including the Public Works Bureau, Land Administration Bureau, Cultural Affairs Bureau, and the municipal government as a whole, have shown unwavering commitment to meeting these evolving demands. With the construction of these park facilities well underway, our focus has shifted towards enhancing the quality of these amenities. The mayor extends heartfelt appreciation to all the departments involved for their steadfast efforts in continually elevating the quality of our public facilities.
(2)    To prevent injuries to the public caused by damaged playground equipment and to avoid public criticism, the Public Works Bureau should improve the inspection and maintenance of playground facilities in parks that were completed earlier.
(3)    The specialty parks in Tainan have received favorable reviews overall. I anticipate that future specialty parks will also be well-received by residents and the general public.
2.    The Bureau of Transportation’s report on the work of the traffic unit for the 2024 Taiwan Lantern Festival (refer to written sources for details)
Decision: Approved for reference filing
Mayor’s Remarks:
(1)    The 2024 Taiwan Lantern Festival is scheduled for next year and coincides with the Tainan 400 celebrations. The expected large crowds during this period will pose significant traffic challenges. I strongly urge the relevant departments to plan diligently and minimize the impact of traffic congestion on Tainan City residents.
(2)    I encourage the Police Department and the Bureau of Transportation to take proactive measures to ensure proper lighting and safety in parking lots. Please manage festival traffic efficiently without detracting from the festivalgoers' experience. Our goal is to leave both residents and tourists with a positive impression of the festival.
