Minutes of Tainan City Government’s 683rd Municipal Administrative Meeting 02/04/2025

Mayor’s Remarks:
1. The January 21 earthquake in Dapu Township, Chiayi County, struck just before the Lunar New Year, significantly impacting areas adjacent to mountains, including Nansi, Yujing, Dongshan, and Baihe in our city. In the shortest possible time, we successfully carried out the resettlement of disaster victims, the distribution of relief funds, preliminary structural assessments of buildings, agricultural damage surveys, and waste removal. We extend our sincere gratitude to the Civil Affairs Bureau, Public Works Bureau, Social Affairs Bureau, Urban Development Bureau, Agriculture Bureau, and Environmental Protection Bureau for their tireless efforts in disaster response and relief before the Lunar New Year holiday. We also appreciate the dedication of bureau and department directors, as well as their colleagues, who sacrificed their holidays to swiftly mobilize personnel, manage emergency operations, and coordinate the distribution of supplies donated from across the country, ensuring continued support for residents, disaster victims, and visitors.
2. Regarding various disaster subsidies, relief efforts, building assessments, and related consultations, we urge the relevant bureaus and departments to process them as quickly as possible. Although Tainan City has been affected by the disaster, urban development must continue to progress. All bureaus and departments are requested to continue to improve public services and initiatives, including events such as the Orchid Show and the National Middle School Athletic Games. By hosting these events, we aim to enhance the city’s infrastructure, make Tainan a better place, and ensure that our residents see it as a livable and welcoming city.
3. Recent news involving a public figure has led to increased public inquiries about the influenza vaccine. While Tainan City's influenza vaccination rate is above the national average, we continue to urge all eligible individuals to get vaccinated as soon as possible to protect their health.
4. The Research, Development, and Evaluation Commission is requested to draw from the experiences of various cities, counties, and countries and assess the feasibility of integrating artificial intelligence into government policies to enhance administrative efficiency and reduce working hours.
5. Although Tainan City was affected by the earthquake, its tourism and hospitality industries were not significantly impacted during the Lunar New Year period. However, as the post-holiday season is typically a low season for tourism, we ask all bureaus and departments to actively seek opportunities from the central government to host meetings and events for volunteer police, volunteer firefighters, the Lions Club, the Rotary Club, and similar organizations in Tainan. This will help to sustain tourism during the low season and ensure continued economic benefits for the tourism sector.

1. The Research, Development, and Evaluation Commission presented a report titled "Urban Data Hub: Driving Collaborative Urban Development and Prosperity" (refer to written sources for details).

Mayor’s Comments:
(1) The adoption of electronic government documents was initially done to enhance government efficiency by reducing the need for document exchanges and mail-related issues. The application of data exchange further enhances administrative efficiency. As digitalization and urban challenges become increasingly complex, along with advancements in technology and the integration of artificial intelligence, the demand for information security continues to increase daily.
(2) Tainan City Government’s “Urban Data Exchange and Integration Platform” has received numerous awards both domestically and internationally, recognizing the collective efforts of the Research, Development, and Evaluation Commission’s Smart Development Center and various bureaus and departments. The Civil Service Development Institute is requested to continue offering relevant courses to equip personnel across bureaus and departments with the necessary knowledge to enhance administrative efficiency.

2. The Tourism and Travel Bureau presented a report titled "2025 Lunar New Year Visitor Statistics" (refer to written sources for details).

Mayor’s Comments:
(1) Based on objective data from 22 telecommunication big data sources and reports from 60 LINE chatbots, the number of tourists visiting Tainan during this year’s Lunar New Year holiday exceeded 10 million for the third consecutive year and continues to grow steadily.
(2) Although Tainan City was affected by the earthquake before the Lunar New Year holiday, it did not rely on central government resources to boost tourism. Instead, the city attracted visitors through the efforts of its major attractions, tourism businesses, and various government bureaus and departments.
(3) Domestic tourism has been falling in popularity year by year. To boost the city's tourism industry, we should expand tourist attractions and enhance the tourism landscape. Let’s work together to promote the city effectively.
